Parliament's Monsoon Session to Address Key Economic Bills
Significant Economic Legislation on the Agenda
The upcoming Monsoon Session of Parliament is poised to consider crucial economic legislation, including the Income-tax (Amendment) Bill, 2026, and the Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026. This information comes from the preliminary legislative and financial agenda released by the Ministry of Parliamentary Affairs.
The Income-tax (Amendment) Bill, 2026, aims to replace an existing ordinance and is designed to bolster India's sovereign debt market. This proposed legislation seeks to attract stable, long-term foreign investments, enhance liquidity within the financial system, and deepen the government securities market, especially amid the current global financial volatility driven by geopolitical issues, high crude oil prices, and ongoing supply chain challenges.
These amendments are anticipated to support the government's broader strategy to strengthen domestic financial markets and ensure a consistent influx of investments into government debt instruments.
Additionally, the Parliament will deliberate on the Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026, which aims to revise the MSMED Act of 2006. This Bill intends to streamline regulations, enhance the ease of doing business, and foster a more trust-based regulatory environment for small enterprises.
Moreover, it seeks to fortify the legal framework for addressing delayed payments to micro and small businesses by improving the enforcement of arbitration awards. The Bill also proposes to grant states more flexibility in determining the composition of the Micro and Small Enterprises Facilitation Councils (MSEFCs), facilitating the establishment of additional councils to expedite dispute resolution.
Another significant piece of legislation, the Foreign Contribution (Regulation) Amendment Bill, 2026, which was introduced in the Lok Sabha earlier this year, will also be discussed during the Monsoon Session. These proposed laws are part of the government's comprehensive reform agenda aimed at enhancing financial markets, improving the business landscape for MSMEs, and updating the regulatory framework across various sectors.
The Monsoon Session is set to begin on July 20 and will run until August 13.
