Government to Enhance Toy Manufacturing Standards with New Testing Facilities

The Indian government is taking significant steps to improve the toy manufacturing sector by establishing modern testing facilities across the country. Commerce Minister Piyush Goyal has urged industry stakeholders to identify necessary testing equipment to ensure compliance with high-quality standards. He emphasized the importance of skill development and proposed public-private partnerships to create Centres of Excellence for innovation and product development. With over 50 toy clusters and 21,000 MSME units involved, these initiatives aim to enhance India's presence in the global toy market, valued at around $100 billion. The focus on advanced manufacturing technologies and continuous improvement is expected to strengthen the competitiveness of Indian toy manufacturers.

Modern Testing Facilities for Toy Manufacturing

New Delhi, July 4: The Indian government plans to set up advanced testing facilities in various toy manufacturing hubs across the nation, as announced by Commerce Minister Piyush Goyal. He emphasized the need for industry players to identify and report the necessary testing equipment to ensure that Indian toys adhere to top-notch quality standards for both local and international markets.

Goyal encouraged micro, small, and medium enterprises (MSMEs) to enhance their operations, suggesting that every micro business should aim to grow into a small one, small businesses should strive to become medium-sized, and medium enterprises should work towards becoming large.

He clarified that export revenues do not factor into the MSME classification, allowing businesses to grow significantly while still enjoying the benefits of the MSME framework.

Speaking at the 17th ‘Toy Biz International B2B Exhibition 2026’, organized by the Toy Association of India (TAI), Goyal praised the significant advancements in the Indian toy sector, attributing this progress to consistent policy support and innovation driven by the industry.

The Minister urged industry leaders to create skill development centers and collaborate with Industrial Training Institutes (ITIs) to train workers in advanced and good manufacturing practices.

He proposed a public-private partnership model for establishing Centres of Excellence, which would be equipped for testing, product development, innovation, and design.

Goyal highlighted that these Centres of Excellence could feature dedicated design spaces, testing facilities for new products, and areas for showcasing high-quality launches.

He also motivated manufacturers to engage in brand-building efforts and assured them of support through the Export Promotion Mission.

By maintaining high standards, India could significantly enhance its share in the global toy market, which is valued at approximately $100 billion, he noted.

The Minister encouraged the adoption of Computer-Aided Design and Computer-Aided Manufacturing (CAD-CAM) technologies along with CNC machining to boost product quality, precision, and efficiency.

He further explained that integrating CAD-CAM with CNC manufacturing would allow the industry to produce high-quality items with improved precision and efficiency.

Goyal stressed the necessity of utilizing modern machinery and continuously refining manufacturing processes, asserting that technological advancements would bolster the competitiveness of Indian toy manufacturers and help them carve out a unique niche in global markets.

He mentioned that over the past 11 years of the ‘Make in India’ initiative, considerable support has been provided to the toy sector.

More than 50 toy clusters have been established nationwide, with around 21,000 MSME units involved in toy production, many of which also engage in contract manufacturing for both domestic and international brands.
