In a significant move to reshape the investment climate, the Chhattisgarh Cabinet, led by Chief Minister Vishnu Deo Sai, has given the green light to the draft of the Chhattisgarh Ease of Doing Business (Exemption and Facilitation) Bill, 2026. This proposed legislation aims to streamline regulatory processes, lessen compliance burdens, and foster a transparent, technology-driven environment for businesses.
The state government asserts that this law underscores its dedication to enhancing governance, promoting entrepreneurship, and establishing Chhattisgarh as one of India's most attractive investment hubs. If enacted, it would make Chhattisgarh the first state in India to implement such a dedicated law.
The Bill outlines a thorough framework designed to facilitate the establishment and operation of industries by minimizing procedural delays and removing unnecessary regulatory obstacles. It aims to guarantee that businesses receive government services in a timely, transparent, and predictable manner.
A notable feature of the proposed legislation is the Deemed Permission clause, which stipulates that applications pending beyond a specified timeline will be automatically considered approved, thereby preventing delays in investment proposals caused by administrative issues.
Another key reform is the Self-Certification provision, which permits eligible businesses to confirm compliance with certain regulations without undergoing repeated inspections. This approach is expected to cut down on paperwork, enhance operational efficiency, and promote voluntary compliance.
The Bill also includes provisions for Third-Party Verification, allowing accredited independent agencies to verify compliance as necessary. This mechanism is anticipated to bolster transparency while minimizing direct procedural involvement from government departments.
To enhance regulatory efficiency, the proposed legislation introduces Risk-Based Inspection, where inspections will be conducted based on risk assessments rather than routine checks. Additionally, the Bill eliminates duplicate licensing requirements, meaning businesses will no longer need to secure multiple approvals for the same activity from various departments, significantly lowering compliance costs and simplifying the establishment of enterprises.
The government has indicated that the proposed legislation was developed after analyzing best practices from several leading industrial states.
