8th Pay Commission Update: The 8th Pay Commission (CPC) is preparing to conduct a two-day stakeholder meeting in Kolkata, West Bengal, on July 9 and 10 as part of its nationwide consultation initiative. Employee groups, unions, associations, and government entities interested in sharing their insights are encouraged to submit their requests for appointments by June 15. The commission is actively collecting input from various stakeholders to formulate recommendations regarding salaries, allowances, pension structures, and other benefits for central government employees and pensioners. This panel, which convenes once every decade, is anticipated to deliver recommendations that could significantly reshape the compensation framework for millions of current and retired government personnel by 2027.
According to an official announcement, stakeholders, including central government organisations, institutions, unions, and employee associations wishing to engage with the commission during its Kolkata visit must complete the online application process before June 15. Upon submission, applicants will receive a unique memorandum identification number. The commission has stated that further details about the venue and final meeting schedule will be communicated separately to approved participants. Additionally, it was noted that the Commission plans to hold separate meetings in various cities across other States and Union Territories in the future.
Nationwide Outreach Continues Across Multiple States
In addition to Kolkata, the commission has scheduled consultations in several other locations in the upcoming weeks. Meetings in Jammu & Kashmir are set to occur in Srinagar from June 1 to June 4, with a separate session in Ladakh planned for June 8. Consultations in Lucknow, Uttar Pradesh, are scheduled for June 22 and 23, with appointment requests accepted until June 10. The commission is also expected to visit Bhubaneswar, Odisha, on July 6 and 7, and stakeholders interested in participating must submit their requests by June 15. Furthermore, the panel has indicated that meetings will be organized in other cities within Uttar Pradesh, Visakhapatnam in Andhra Pradesh, and various other states and Union Territories at a later date.
Consultations Underway With Employee Groups And Ministries
The 8th Pay Commission has already conducted several rounds of discussions since initiating its consultation process. Meetings with representatives from organizations under the Ministries of Railways and Defence took place in Delhi in May, followed by another round of stakeholder interactions in Hyderabad. The commission is led by former Supreme Court Justice Ranjana Prakash Desai, with former IAS officer Pankaj Jain serving as Member-Secretary, and Professor Pulak Ghosh, a finance expert and member of the Economic Advisory Council to the Prime Minister, also part of the panel.
What Happens Next?
Earlier this year, the commission invited formal memorandums and suggestions and has been gathering feedback from employee unions, pensioner associations, ministries, government departments, and labor representatives. The goal is to establish a broad consensus before finalizing recommendations related to pay scales, allowances, pension calculations, and other service benefits. The outcomes of the 8th CPC are expected to impact nearly 50 lakh central government employees, including defense personnel, along with around 65 lakh pensioners and retired defense staff. The panel has also recently sought applications for consultant positions on a contractual basis to assist in reviewing pay structures and pension-related issues.
According to the current timeline, the commission is expected to submit its recommendations approximately 18 months after its establishment on November 3, 2025, with the earliest submission anticipated around February 2027. Based on previous pay commission cycles, the implementation of approved recommendations could take an additional two to three years, meaning employees may experience the full effects of any changes between 2029 and 2030.
