FIFA Sanctions Israel Football Association for Discrimination Violations

The FIFA Disciplinary Committee has imposed sanctions on the Israel Football Association for discrimination violations following a proposal from the Palestinian Football Association. The IFA is required to pay a fine, issue a warning, and implement a prevention plan that includes displaying a significant anti-discrimination banner at upcoming matches. This decision underscores FIFA's commitment to maintaining football as a platform for peace and respect amidst global conflicts.
 

FIFA's Disciplinary Action Against Israel Football Association


In response to a proposal from the Palestinian Football Association (PFA) during the 74th FIFA Congress, the FIFA Council has instructed the FIFA Disciplinary Committee to look into allegations of discrimination made by the PFA. Following their investigation, the Committee has determined that the Israel Football Association (IFA) has violated several obligations as a member of FIFA.


As a result, the FIFA Disciplinary Committee has imposed several penalties on the IFA for breaching articles 13 (Offensive behavior and violations of fair play principles) and 15 (Discrimination and racist abuse) of the FIFA Disciplinary Code (FDC):


  • The IFA is required to pay a fine of CHF 150,000, subject to further conditions.

The Israel Football Association is mandated to display a prominent banner stating “Football Unites the World – No to Discrimination” along with its logo at its next three A-level FIFA home matches. The design and placement of this banner must be submitted to FIFA for approval at least fifteen days prior to each match.


Additionally, within sixty days of receiving this decision, the IFA must allocate one-third of the imposed fine towards a comprehensive plan aimed at combating discrimination and preventing future incidents, as outlined in article 15, paragraph 7 of the FIFA Disciplinary Code. This plan, which must be approved by FIFA, will focus on reforms, protocols, monitoring, and educational initiatives in stadiums and through official channels for an entire season. The remaining portion of the fine is to be settled within thirty days of the notification.


The Committee emphasizes that while it operates within FIFA's regulatory framework, it acknowledges the broader human context of football. The sport should serve as a medium for peace, dialogue, and mutual respect, carrying the responsibility to uphold dignity, equality, and humanity, particularly during times of conflict.
