Introduction to the National Sports Governance Rules

In a significant initiative to enhance sports governance in India, the Ministry of Youth Affairs and Sports has officially announced the National Sports Governance (National Sports Board) Rules, 2026. This new framework delineates the structure, authority, appointments, and operations of the forthcoming National Sports Board, established under the National Sports Governance Act, 2025.

Composition and Tenure of the National Sports Board

The National Sports Board will consist of a chairperson and two members, all appointed by the Central Government based on recommendations from a search and selection committee. According to the new rules, the chairperson and members will serve a term of three years or until they reach the age of 65, whichever comes first, with the possibility of one reappointment.

Conflict of Interest and Transparency Measures

The newly established rules emphasize strict conflict of interest and transparency protocols. Board members must declare their assets, liabilities, and financial interests before taking office and are required to update these disclosures annually. They must also confirm that no personal or financial interests will interfere with their official responsibilities.

Independence and Grounds for Removal

To maintain institutional independence, the rules prohibit the chairperson and members from holding any positions in International Sports Bodies, National Sports Bodies, or related organizations during their term. The regulations also outline specific grounds for removal, such as insolvency, criminal convictions, or conflicts of interest, ensuring that individuals have the opportunity to defend themselves before any dismissal.

Salary and Benefits for Board Members

The notification details the salary and service conditions for board members. Those appointed on deputation from various government bodies will receive compensation comparable to senior officials in the Government of India. Other appointees can choose between government pay scales or a fixed salary of Rs 5.625 lakh per month for the chairperson and Rs 5 lakh for members, excluding housing and vehicle allowances.

Responsibilities of the National Sports Board

The National Sports Board will oversee various governance and regulatory functions, including maintaining the roster of the National Sports Election Panel and records of National Sports Bodies' affiliate units. Additionally, the board will develop model governance guidelines, recommend best practices, engage with stakeholders, and conduct workshops to enhance sports administration in India.

Financial Accountability and Reporting

Furthermore, the board is tasked with preparing annual accounts and audited financial statements in formats specified by the Comptroller and Auditor General (CAG) of India, which will be submitted to the Central Government for presentation to Parliament.

Conclusion

This notification is part of the government's broader strategy to enhance transparency, accountability, athlete representation, and governance standards within Indian sports organizations.
