The penalties include the forfeiture of five first-round draft picks spanning from 2029 to 2033, alongside a hefty fine of $30 million.
Additionally, Ballmer has received a one-year suspension for his involvement in facilitating off-court business opportunities for Leonard.
The league's findings indicated that Ballmer sanctioned a business arrangement between the Clippers and Aspiration, which was found to be connected to Leonard's sponsorship deal with the firm.
NBA investigators dismissed the Clippers' defense, which claimed that connecting players with business partners upon request was permissible, stating that this argument lacked merit.
In response to the investigation's conclusions, the Clippers issued a statement denying the allegations and announced their intention to contest the penalties. However, sources familiar with NBA regulations indicated that the team lacks the right to appeal or seek arbitration.
"We strongly reject the NBA's conclusions, which stem from a biased investigation aimed at supporting a preordained narrative rather than relying on factual evidence," the statement asserted, as cited by the news outlet. David N. Kelly, an attorney from O'Melveny & Myers representing the Clippers, characterized the league's investigation as a "witch hunt" in a letter addressed to NBA Commissioner Adam Silver.
Kelly alleged that NBA officials had privately communicated to team executives that no agreement was found involving Aspiration to direct funds to Leonard. He argued that the league is penalizing the Clippers based on a new theory regarding their introduction of Leonard to business partners, as reported.
"This process appears to have been designed to validate a predetermined outcome," Kelly wrote. "We are considering all legal options to rectify this significant injustice," he concluded, as quoted by the news outlet.
