Government Unveils Major Expansion of Khelo India Scheme to Boost Sports Culture
Commitment to Sports Development
On July 31, Prime Minister Narendra Modi announced the government's unwavering dedication to fostering a robust sports culture in India. This commitment follows the Union Cabinet's approval of an extensive expansion of the Khelo India Scheme, along with increased funding for National Sports Federations (NSFs), amounting to a total of ₹36,441 crore for the period from 2026 to 2031.
Enhancing Opportunities for Young Athletes
In a post shared on X, PM Modi emphasized that the enhancements to the Khelo India Scheme and the additional support for NSFs signify the government's resolve to advance sports. He noted that these initiatives will afford young athletes improved training, state-of-the-art facilities, and expanded opportunities.
He stated, "Our government is fully committed to promoting sports culture in the country. In line with this, approval has been granted for the expansion of the Khelo India scheme, along with an increase in assistance provided to national sports federations. This will provide young athletes across the country with better training, modern facilities, and more opportunities to hone their talents."
A Transformational Initiative
According to an official announcement, this initiative marks the most ambitious sports development program in India since gaining independence. It aims to significantly uplift the aspirations of the youth towards sports, promising a transformative impact over the next decade.
The newly approved budget is nearly eight times larger than that of the previous Khelo India Scheme, underscoring the government's commitment to making sports a fundamental aspect of youth development and nation-building, as well as positioning India as a global sports leader.
Creating Pathways for Talent
The revamped scheme is designed to establish a clear pathway for every talented young Indian, guiding them from local sports fields to the Olympic stage. It aims to ensure that no potential athlete is overlooked due to geographical, economic, or opportunity-related barriers.
Aligned with the Khelo Bharat Niti 2025 and the National Education Policy 2020, the scheme integrates sports with education, fitness, technology, and high-performance training, laying a solid foundation for India's long-term sporting goals, including the 2030 Commonwealth Games and aspirations to host the Olympic and Paralympic Games.
Comprehensive Athlete Development
For the first time, a holistic athlete development pathway has been established to assist young sportspeople at every stage—from talent identification and scientific training to international competition and Olympic preparation.
The initiative will create a nationwide sports ecosystem that includes National Centres of Excellence (NCOEs), Khelo India Centres of Excellence (KICoEs), SAI Training Centres (STCs), Khelo India Accredited Academies (KIAAs), Khelo India Centres (KICs), and Youth Sports Companies (YSCs) of the Armed Forces. These institutions will provide top-notch coaching, sports science support, and modern infrastructure throughout the country.
Strengthening School Sports
To enhance the school sports framework, the government has introduced two new initiatives: Khelo India Feeder Schools (KIFS) and Khelo India Utkrishta Vidyalayas (KIUV). These programs will integrate sports into mainstream education, facilitating early identification and systematic nurturing of talented children.
Expanding the Athlete Pool
A significant reform under the scheme is the introduction of the Emerging Khelo India Athletes (E-KIAs) category, which will expand the structured athlete development ecosystem nearly tenfold, bringing thousands of additional young athletes under professional coaching, scientific support, and long-term mentoring.
A strengthened nationwide talent identification framework will involve Talent Identification Development Committees, Zonal Committees, Talent Scouts, High Performance Directors, and High Performance Managers to ensure ongoing identification, tracking, and development of promising athletes across the nation.
Increasing Competitive Opportunities
Recognizing that sporting excellence relies on regular competition, the revamped scheme significantly enhances India's domestic competition framework. It supports school, university, regional, and sport-specific leagues alongside national championships to provide consistent competitive exposure for young athletes.
Special attention has been given to expanding opportunities for women athletes, para-athletes, indigenous sports, and using sports as a means for peace, inclusion, and community development. The scheme also allocates resources for organizing the National Games and hosting major international sporting events in India.
Promoting Fitness Nationwide
The Fit India Movement will see substantial expansion to promote fitness as a nationwide initiative, particularly among the youth. Campaigns will advocate for active lifestyles, encourage women's participation in sports, and reach out to border and remote areas, while also implementing sports-based initiatives to combat substance abuse, reinforcing sports as a catalyst for social change.
Investing in Coaches and Technology
Acknowledging that athletes can only thrive with world-class support systems, the government plans to establish the National Coach Accreditation Board (NCAB) to standardize coaching qualifications, enhance professional standards, and bolster the capabilities of coaches and support staff nationwide.
The scheme also envisions a unified digital sports platform that integrates athlete databases, infrastructure, competitions, coaching resources, talent assessments, funding, and Fit India participation. This platform will facilitate data-driven planning, transparent governance, and personalized athlete development.
Fostering Partnerships for Excellence
The government aims to strengthen collaborations with private academies, corporate partners, and other institutions to harness investment, innovation, and expertise in sports infrastructure, talent development, and athlete support, creating a truly national sports ecosystem driven by both public and private participation.
Supporting Global Sporting Aspirations
To complement the revamped Khelo India Scheme, the government has also approved a reinforced Assistance to National Sports Federations (ANSF) Scheme for the period from 2026 to 2031. This scheme will provide support to Indian athletes and teams through funding for coaching, sports science, modern equipment, international exposure, coaching camps, engagement of foreign experts, and participation in major international competitions. It will also promote sports cooperation with countries in the Global South and elevate India's indigenous sports on the global stage.
