Women Voters: The Key Players in Bihar's Upcoming Elections

As Bihar gears up for elections, women voters are poised to play a pivotal role in shaping the political landscape. Chief Minister Nitish Kumar has introduced several initiatives aimed at empowering women, including increased honorariums for workers and self-employment schemes. With over 33.9 million female voters in the state, their influence is undeniable. This article delves into the strategies employed by Kumar and the potential impact of women voters on the upcoming elections, highlighting the significance of their participation in the democratic process.

The Role of Women Voters in Bihar Elections

In India, elections are not solely determined by political rallies, manifestos, or social media discussions. In homes, kitchens, and offices, a silent group of voters engages in conversations about their preferences before the voting day. This group is none other than women. With elections approaching in Bihar, female voters are set to play a crucial role once again. Time and again, women voters have emerged as significant factors in the victories and defeats of political leaders, particularly in Bihar. Here, Chief Minister Nitish Kumar's prohibition policy has garnered him substantial support from women voters, ensuring his prolonged tenure in power.

Current Focus of Chief Minister Nitish Kumar

Currently, Chief Minister Nitish Kumar appears more focused on implementing his initiatives rather than just campaigning. While the opposition is engaged in rhetoric and publicity, Kumar is adhering to the principle of "actions speak louder than words," consistently introducing new benefits aimed at women. Political analysts suggest that he has already devised his strategy, which is why he is now rolling out plans he identified during his women's dialogue tours. It is believed that women voters will be the real game-changers in the upcoming elections.

Seven Major Announcements by CM Nitish Kumar

Over the past two months, CM Nitish Kumar has made seven significant announcements directly benefiting women. Through these initiatives, he has aimed to address various aspects of women's lives, including employment, economic empowerment, social security, and health. This strategy appears to be meticulously crafted with the upcoming assembly elections in mind, focusing on securing the female vote bank.

Support for Livelihood Workers

In a significant move to engage rural women during this election year, CM Nitish Kumar has doubled the honorarium for 1.40 lakh livelihood workers. Additionally, the interest rate on bank loans has been reduced from 10% to 7%, benefiting large groups of women. This decision is viewed as a strategic electoral masterstroke aimed at rural women.

Chief Minister's Marriage Pavilion Scheme

The state government has approved ₹50 lakh for the construction of marriage pavilions in 8,053 gram panchayats. The management of these pavilions will be entrusted to rural women, providing them with economic benefits while enhancing their leadership skills and participation in social needs. Strategists consider this a significant step towards women's empowerment, which is also crucial from an electoral perspective.

Benefits for ASHA and MAMTA Workers

ASHA workers will see their honorarium increased from ₹1,000 to ₹3,000, while MAMTA workers will have their pay raised from ₹300 to ₹600. The honorarium for ASHA facilitators has also been increased. This enhancement will directly benefit approximately 120,000 women. Currently, Bihar has 91,094 ASHA workers, 4,364 ASHA facilitators, and 4,600 MAMTA workers, with an additional 29,000 new ASHA workers in the recruitment process.

Digital Support for Anganwadi Workers

The government is providing ₹11,000 to Anganwadi workers to assist them in purchasing mobile devices. This initiative is seen as a crucial step towards enhancing digital connectivity and empowering women. Experts believe that CM Nitish Kumar recognized this need during his women's dialogue sessions, which is now proving to be a significant move.

Chief Minister's Self-Employment Scheme for Women

The focus of CM Nitish Kumar is directly on women. Under the Chief Minister's Self-Employment Scheme, an effort has been made to engage one woman from every family in Bihar. A fund of ₹20,000 crore has been established to provide ₹10,000 as a grant to each participating woman, which does not need to be repaid. If women successfully establish their businesses, they can also access a loan of ₹2 lakh after six months. This scheme is considered politically and socially significant, and its impact on women as a voting bloc remains to be seen.

Doubling the Honorarium for School Cooks

In a move focused on women, the honorarium for cooks working in schools has been increased from ₹1,600 to ₹3,300. Since most of these workers are women, this decision is expected to directly influence female voters. It is anticipated that the recent decisions made by CM Nitish Kumar will have a substantial impact on the upcoming elections.

Women’s Reservation and Domicile Policy

Nitish Kumar has long advocated for 50% reservation for women. While there has already been a 50% reservation in panchayats and urban bodies, a 35% reservation in government jobs has also been established. Now, he has taken a further step by ensuring a 35% reservation for women in all government jobs, along with implementing domicile policies for teacher recruitment, which guarantees employment and self-reliance for women.

Why Women Are Central to Nitish's Strategy

According to 2020 statistics, Bihar has over 33.9 million female voters. Notably, while the number of women voters has increased, their influence has also grown. Women are playing a decisive role in families due to government initiatives like livelihood programs. During the 2020 elections, women's participation exceeded that of men by 6%. Statistics indicate that 54% of men and 60% of women cast their votes. It is believed that women will play a crucial role in forming the next government.

Modi's Appeal

In this context, Prime Minister Narendra Modi made an emotional appeal to the women of Bihar, which has positioned the NDA favorably in the race for female votes. He recounted an incident where the opposition mistreated his mother on an electoral platform, which he stated disrespected every mother and sister. He emphasized the struggles a mother endures for her children and asserted that while he might forgive the insult to his late mother, Bihar would not. As the political temperature rises in Bihar, key contenders will be keenly observing the sentiments of women voters and how they will decide at the polling booths.
