Inauguration of the National Conference


Bhubaneswar: Lok Sabha Speaker Om Birla emphasized the importance of the Scheduled Castes and Scheduled Tribes Welfare Committees during the opening of a two-day national conference in Bhubaneswar. He urged these committees to formulate policies that reflect the evolving needs of these communities, highlighting their non-partisan nature.


This significant event marks the first time such a conference is being held outside of Delhi, with notable attendees including Odisha's Chief Minister Mohan Charan Majhi, Union Tribal Affairs Minister Jual Oram, and Union Education Minister Dharmendra Pradhan.


Around 200 delegates, including committee members from Parliament and 19 states, gathered to discuss pressing issues affecting SC and ST communities.


Birla stated, "The committees transcend political affiliations. Members from various parties should collaborate to propose actionable recommendations that can enhance the lives of SC and ST individuals through effective schemes and policies. These recommendations must adapt to the changing circumstances to truly benefit the communities."


He also expressed the need for India to cultivate youth leaders capable of making a global impact, noting the increasing representation of SC and ST individuals in fields like science and technology.


The Lok Sabha Speaker acknowledged the advancements made by SC and ST women, citing a tribal woman from Odisha who currently serves as the President of India, symbolizing the strength of democracy.


Birla stressed that for India to progress as a developed nation, it is crucial to uplift SC, ST, and backward classes, ensuring they receive their rightful social justice and rights for inclusive growth.


He pointed out that while the government allocates funds for SCs and STs in the budget, it is essential to assess whether these funds are being utilized effectively.


Birla highlighted the vital role of parliamentary and state committees in advancing the welfare of SCs and STs, advocating for discussions in legislative assemblies regarding necessary changes to improve their living conditions.


The conference aims to reinforce constitutional protections, boost socio-economic development, and exchange best practices for empowering SCs and STs, as stated by Odisha Assembly Speaker Surama Padhy.


The theme of the conference is 'Role of Parliamentary and Legislature Committees on Welfare, Development and Empowerment of SCs and STs'.


During the event, Birla also unveiled a souvenir and inaugurated an exhibition.
