Special Session of Uttar Pradesh Legislative Assembly

Today, the Uttar Pradesh Legislative Assembly convened a special one-day session. The primary agenda revolves around amending the Women's Reservation Bill, with the ruling BJP planning to introduce a censure motion against the opposition, particularly targeting the Samajwadi Party and Congress. Finance and Parliamentary Affairs Minister Suresh Khanna will present this motion in the assembly. Following the proposal, discussions among party leaders and legislators are expected. Topics such as women's empowerment, safety, education, employment, and social participation are likely to be extensively debated. Chief Minister Yogi Adityanath is scheduled to address the assembly later in the evening.

Government's Accusations Against Opposition

The BJP government has called this special session in response to the controversy surrounding the amendment of the Women's Reservation Bill and its failure to pass. They accuse the opposition of obstructing women's empowerment and plotting against the bill. The cabinet has approved this session, asserting that the opposition prevented the bill from being passed in the Lok Sabha, despite the BJP's commitment to securing one-third reservation for women. During the discussions, female members will be allotted more time to speak.

Opposition's Preparations

In contrast, the Samajwadi Party convened a meeting at their party office yesterday to discuss 16 issues concerning women and passed a strong censure motion against the BJP government. Under the leadership of Akhilesh Yadav, legislators were instructed to actively participate in the assembly and raise all women-related issues. The SP reiterated its demand for implementing women's reservation based on the 2023 census. Congress is also preparing to coordinate with the opposition to challenge the government. Both houses are expected to witness significant disruptions. Chief Minister Yogi Adityanath will hold a meeting with NDA legislators at 9:30 AM.

Maintaining Dignity in the Assembly

During the advisory committee meeting, an agreement was reached to uphold the dignity of the assembly and ensure meaningful discussions. The meeting, chaired by Leader of the House Keshav Prasad Maurya, saw all parties reaffirm their commitment to democratic values. Leaders, including Opposition Leader Lal Bihari Yadav, will address the assembly. There will be no question hour, and several ordinances will be presented.

Legislative Proposals

  • Uttar Pradesh Public Service Ordinance, 2026
  • Uttar Pradesh Revenue Code Ordinance, 2026
  • Uttar Pradesh Forestry and Industrial University Ordinance, 2026
  • Uttar Pradesh Penal Code Ordinance, 2026
  • Uttar Pradesh Private University Ordinance, 2026
If any bills need to be reinstated, they will also be presented.

Strategic Move by BJP

This special session is viewed as part of the BJP's strategy to consolidate the women's vote bank ahead of the 2027 assembly elections and to corner the opposition. SP legislator Kamal Akhtar has labeled it a political stunt while demanding the implementation of reservation based on the 2023 census. All eyes are on the proceedings of the session, as both sides are expected to adopt an aggressive stance on sensitive issues like women's reservation. There have been calls to maintain order during the assembly proceedings, but the likelihood of disruptions and verbal clashes remains high. SP legislators may also stage a protest against the government at the statue of Chaudhary Charan Singh in the assembly at 10:30 AM.
