Uttar Pradesh Halts Smart Meter Installation Amid Consumer Concerns
Significant Decision by Power Corporation
In a notable move, the Uttar Pradesh Power Corporation has decided to pause the installation of smart prepaid meters, which was part of a campaign to replace old electricity meters. On Saturday night, Dr. Ashish Goyal, the chairman of the power corporation, issued an order to halt the replacement of old meters across the state with immediate effect. This suspension will remain in place until a high-level technical committee, formed by the government, submits its report.
Dr. Goyal has communicated to the managing directors of all electricity distribution companies (discoms) that no consumer's old meter should be forcibly or voluntarily replaced until the final report from the technical committee is received. However, he reassured consumers that the process for new electricity connections will continue without interruption, with new connections being provided through smart prepaid meters to avoid any technical issues.
Reasons for the Suspension
In recent months, there have been rising protests in various districts of Uttar Pradesh regarding smart meters. Consumers have alleged that electricity department employees have replaced functioning meters with prepaid smart meters without prior notice or consent. Many consumers reported a sudden increase in their electricity bills after the installation of smart meters. The prepaid system, which cuts off electricity without warning once the balance is depleted, has caused significant public outrage.
Government's Response and Committee Formation
Given the seriousness of the situation and the growing public discontent, Chief Minister Yogi Adityanath recently held a review meeting with the energy department. Following the Chief Minister's stern stance, a high-level technical committee was established on April 12. This committee is tasked with examining the accuracy of smart meters, the billing software, and addressing consumer complaints through a technical investigation.
Current Statistics
According to departmental data, a total of 7.8 million smart meters have been installed in Uttar Pradesh so far, with 7.05 million being smart prepaid meters. The power corporation aims to transition the entire state to a prepaid system; however, technical challenges and public opposition have slowed this progress.
The chairman of the power corporation has emphasized that protecting consumer interests is a top priority. The public is now awaiting the report from the technical committee, which will determine the future direction of the smart meter initiative in Uttar Pradesh.
