Uttar Pradesh Cabinet Approves Jail Manual Amendment
The Uttar Pradesh government has presented a proposal to the state cabinet for the approval of the Jail Manual (First Amendment), 2025. This amendment aims to address caste-based discrimination within Indian prisons, aligning with a landmark ruling from the Supreme Court. The initiative is part of the government's commitment to eliminate provisions that have persisted since colonial times, which have historically fostered caste discrimination.
The cabinet has reached a consensus on the 'Uttar Pradesh Jail Manual (First Amendment) 2025'. Last year, the Supreme Court directed Uttar Pradesh and nine other states to implement these necessary amendments. The revisions will focus on removing discriminatory language and practices from various chapters, rules, and annexures of the manual, which was originally notified in 2022.
These changes are being made under the powers granted to the state government by Section 59 of the Prison Act of 1894. The amendments will ensure that the allocation of work and classification of prisoners are no longer influenced by caste or social background, which has previously led to systemic discrimination.
Caste-Based Practices to be Eliminated
The proposed amendments will specifically target provisions that have allowed caste-based practices to influence the treatment of inmates. For instance, the definition of habitual offenders has included categories established during colonial rule, which perpetuated caste biases.
The government aims to eradicate these outdated classifications and ensure that all prisoners are treated equitably, regardless of their caste. This move is seen as a significant step towards reforming the prison system in Uttar Pradesh and promoting social justice.
Cultural Development in Ayodhya
In a related development, a new temple museum is set to be established in Ayodhya, covering an area of 52 acres. This initiative aims to enhance cultural and tourism development in the region. The construction will be funded under the Corporate Social Responsibility (CSR) initiative by Tata Sons.
