The Pentagon confirmed his resignation, which follows the recent dismissal of Army Chief General Randy George by Defence Secretary Pete Hegseth. The reasons behind Phelan's sudden departure remain unclear, although some sources suggest he had strained relations with Hegseth.
According to reports from Reuters, Phelan was let go due to his perceived slow pace in implementing necessary reforms for shipbuilding and his deteriorating relationships with key Pentagon officials. It was noted that he did not maintain a good rapport with Hegseth, his deputy Steve Feinberg, and Hung Cao, the Navy's second-highest civilian official. Following Phelan's exit, Cao is set to assume the role of acting Navy secretary.

Reports indicated a possible conflict between Hegseth and George regarding senior officer promotions and Army decision-making. CBS News highlighted that these leadership changes coincided with Hegseth's recent involvement in an Army disciplinary issue, where he overturned the suspension of an aircrew that had flown near a celebrity's home, stating on social media, "No punishment. No investigation. Carry on, patriots."
