The question of whether Dawood Ibrahim is alive or dead continues to perplex security agencies and the victims of his terror activities. Known for orchestrating the 1993 Mumbai bombings and numerous other attacks against India, Ibrahim did not escape the country without preparation; he left with substantial resources and the support of Pakistan. By the early 1980s, he had established himself in Dubai, not as a fugitive but as a prominent figure, residing in a lavish palace and hosting Bollywood celebrities at his gatherings. His presence was well-known, yet Dubai chose to ignore it until he executed the devastating attacks in Mumbai, which resulted in hundreds of casualties.
Under immense pressure, Dubai eventually acted, leading Ibrahim to seek refuge in Karachi, Pakistan, a common haven for India's most wanted criminals. Despite numerous sightings and reports over the years, Islamabad has consistently denied his presence. However, this denial is contradicted by Pakistan's own documentation. In August 2020, under pressure from the Financial Action Task Force, the Pakistani government banned 88 individuals and entities, including Ibrahim, and acknowledged his addresses in Karachi, such as the White House in Clifton and other locations.
The United Nations Security Council has also recorded Ibrahim's involvement in international terrorism, linking him to Al-Qaeda and narcotics trafficking. The UN has designated him as a global terrorist, and Pakistan, as a UN member, is obligated to comply with these sanctions. Yet, Islamabad has failed to take action against him. India's representative at the UN highlighted the transformation of Ibrahim's D-Company from a smuggling operation to a terrorist organization responsible for the Mumbai attacks, emphasizing that he continues to receive support in Pakistan.
As the debate continues, the question remains: Is Dawood Ibrahim alive or dead? Three decades after the Mumbai attacks, this notorious figure, sanctioned by the UN and recognized by the US, reportedly resides in a nuclear-armed nation that presents itself as a responsible global player. While the luxury of his lifestyle may have shifted, the impunity he enjoys has not. India continues to seek answers.
