Teacher Suspended in Jammu and Kashmir for Alleged Misconduct

Suspension of Teacher in Rajouri District


Jammu, Feb 27: Authorities in the Rajouri district of Jammu and Kashmir have suspended a government school teacher due to allegations of misconduct.


The Chief Education Officer (CEO) of Rajouri has taken immediate action against a Teacher Grade-III assigned to the Government Primary School Lanjhar, located in Zone Moughla, citing serious claims of indiscipline, misconduct, and neglect of responsibilities.


As per an official directive, this decision followed a report from the Zonal Education Officer (ZEO) Moughla, who indicated that during an inspection on February 18, the teacher was reportedly found intoxicated on school grounds during working hours, which negatively impacted the learning environment.


The order also highlighted that the teacher had previously received a notice requesting an explanation for their absence and alleged alcohol consumption during school hours.


Despite this, authorities noted a lack of satisfactory improvement in the teacher's behavior. Additionally, there were written complaints from staff, parents, and community members regarding inappropriate behavior, harassment of colleagues, negligence in teaching, and conduct unfit for a government employee.


Labeling the allegations as serious misconduct and a breach of the Jammu and Kashmir Government Employees Conduct Rules, 1971, the Chief Education Officer of Rajouri has ordered the suspension under the Jammu and Kashmir Civil Services (Classification, Control and Appeal) Rules, 1956, pending a departmental investigation.


During the suspension, the teacher will be assigned to the office of the Zonal Education Officer, Khawas, and will receive a subsistence allowance in accordance with regulations.


There have been previous incidents of teacher misconduct in various districts of Jammu and Kashmir. Authorities have consistently intervened in such cases to ensure that offending teachers face appropriate disciplinary actions as per service regulations. There have also been reports of teachers administering physical punishment to students, resulting in serious injuries.


The government has reiterated that physical punishment is strictly prohibited in schools, colleges, and all educational or training institutions.
