Project Cost Ranges from ₹10 Lakh to ₹5 Crore

The NEEDS program is designed to support educated entrepreneurs who are starting a business for the first time, helping them establish new manufacturing or service enterprises. According to the Tamil Nadu Industrial Investment Corporation (TIIC), the project cost for this scheme has a minimum limit of ₹10 lakh and a maximum of ₹5 crore.

Eligibility Criteria and Special Provisions for Women

Women are given special consideration under this scheme. The eligibility criteria stipulate that applicants in the general category must be between 21 and 45 years old, while those in the special category can be up to 55 years old. This special category includes women, SC/ST, BC/MBC, minorities, ex-servicemen, persons with disabilities, and transgender entrepreneurs.

Loan and Subsidy Provisions

Under NEEDS, eligible projects are linked to financial assistance through banks or financial institutions. The scheme also includes provisions for subsidies and interest assistance on the project cost. According to the official district industry center, eligible projects can receive subsidies of up to 25%, capped at ₹30 lakh, along with a 3% interest subsidy during the term loan period.

The Tamil Nadu government also runs the Tamil Nadu Women Entrepreneurs Empowerment Scheme (TWEES) to assist women in starting small businesses. According to the district industry center, this scheme accepts project costs of up to ₹10 lakh for manufacturing, service, and business activities, providing subsidies of up to 25%, capped at ₹2 lakh.

Support for Women Entrepreneurs at the Startup Level

In Tamil Nadu's startup ecosystem, there are specific provisions to support women entrepreneurs. The Startup India Tamil Nadu state report indicates that TANSEED assistance for women-led startups has been increased from ₹10 lakh to ₹15 lakh, with 25% of total TANSEED assistance earmarked for women-led ventures.
