Strengthening Disability Rights in India: A Movement Towards Inclusivity
Government's Commitment to Disability Rights
New Delhi, Dec 2: The Indian government highlighted the growing movement for disability rights, emphasizing the importance of inclusivity and self-reliance for all citizens.
As per the 2011 Census, India is home to 2.68 crore individuals with disabilities, representing 2.21% of the overall population. This group includes around 1.50 crore males and 1.18 crore females.
The Rights of Persons with Disabilities Act, 2016, defines a "person with disability" as anyone experiencing a long-term physical, mental, intellectual, or sensory impairment that, when combined with barriers, restricts their full and effective participation in society.
“In a nation where diversity is a fundamental aspect of our identity, the movement for disability rights is gaining momentum, fueled by the government's dedication to fostering true inclusivity and self-reliance for all,” stated an official government release.
“With progressive policies and innovative programs, the government is committed to ensuring that no individual is marginalized due to their disability, creating opportunities for active participation in society,” it further noted.
The government has launched various initiatives aimed at enhancing accessibility and inclusion for persons with disabilities. These include the Sugamya Bharat App, the Assistance to Disabled Persons for Purchase/Fitting of Aids/Appliances (ADIP) scheme, the Deendayal Divyangjan Rehabilitation Scheme (DDRS), the National Divyangjan Finance and Development Corporation (NDFDC), the Unique ID for Persons with Disabilities (UDID), and the PM-DAKSH-DEPwD Portal.
Additionally, technology is being harnessed to create a barrier-free digital and educational environment, exemplified by the Indian Sign Language (ISL) Digital Repository, which features 3,189 e-content videos, and Channel 31 dedicated to ISL training.
Events like the Divya Kala Mela have also played a crucial role in connecting Divyang artisans and entrepreneurs with markets, embodying the spirit of “Vocal for Local.”
“The progress in disability affairs in India signifies an increasing acknowledgment of the rights and capabilities of persons with disabilities. The creation of specialized departments and initiatives demonstrates a commitment to nurturing inclusivity, creativity, and resilience within this community,” the statement concluded.
“By offering platforms to showcase talents and facilitating economic opportunities, these initiatives not only empower individuals but also contribute to a society where everyone can flourish with dignity,” it added.
