Public Hearing on Subansiri Upper Hydroelectric Project Engages Local Community
Community Engagement at Public Hearing
Itanagar, March 25: A public hearing regarding the 1605-MW Subansiri Upper Hydroelectric Project, managed by NHPC Limited, took place at Singhik Hall in Daporijo, attracting a significant number of local residents and stakeholders.
The Arunachal Pradesh Pollution Control Board organized the event, with scientist Jumli Kato and executive engineer Ranjeev Kimsing leading the proceedings. Kato provided a comprehensive presentation detailing the project's environmental aspects and objectives.
Upper Subansiri Deputy Commissioner Tasso Gambo, who chaired the meeting, reassured attendees that the district administration would actively address their concerns. He emphasized that no affected family would be overlooked, and all grievances would be managed in line with the Right to Fair Compensation and Transparency in Land Acquisition, Rehabilitation and Resettlement Act. Gambo also encouraged collaboration among the public, executing agencies, and the government for comprehensive development.
Industries, IPR, and Printing Minister Nyato Dukam expressed the commitment of elected officials to protect the interests of the community. He guaranteed that all affected families would receive the benefits associated with the NHPC project and urged the public to facilitate the project's successful implementation.
Daporijo MLA Taniya Soki clarified that the residents of Upper Subansiri are not against dam projects but are advocating for equitable benefits, such as job reservations for affected families, development opportunities, and necessary adjustments to the Memorandums of Understanding (MoUs). He pointed out that misleading narratives on social media have painted locals as anti-dam and assured that any gaps in the current guidelines and MoUs would be addressed with the government for the community's benefit.
Representatives from affected families on both sides of the proposed project contributed to the discussion, sharing their concerns and suggestions. The meeting also saw participation from elected officials, stakeholders, village leaders, and members of the affected families.
