Guwahati, April 18: On Saturday, Prime Minister Narendra Modi delivered a national address following the failure of the Constitution Amendment Bill, which sought to establish a 33% reservation for women in legislative bodies, including the Lok Sabha.

In a passionate 30-minute speech, Modi expressed disappointment over the government's inability to garner the necessary support for the bill, labeling the defeat as a setback for women's empowerment in India rather than a loss for the government.

“Today, I address the mothers, sisters, and daughters of our nation with a heavy heart. Despite our dedicated efforts, we could not pass the Women’s Reservation Bill. For this, I bow my head and ask for forgiveness,” Modi stated, emphasizing that the government prioritized national interests over political advantages.

The Prime Minister accused major opposition parties, such as Congress, DMK, TMC, and Samajwadi Party, of acting out of “political selfishness” and obstructing a reform aimed at ensuring equitable representation for women in legislative roles.

“While millions of women looked to Parliament with hope, some parties chose to celebrate the bill’s failure. This is not merely political opposition; it is a direct affront to the dignity and aspirations of women,” he remarked, asserting that such actions would not be forgotten by voters.

Modi highlighted that the proposed legislation was designed to guarantee adequate representation for women, who make up nearly half of India's population, in governance.

He referred to the bill as a “sacred and essential step” towards inclusive development and a more robust democratic framework.

“This was not about diminishing anyone’s rights, but about granting women their rightful place in the decision-making processes of the nation. It was an initiative to make them equal partners in India’s growth journey,” he explained.

Targeting the Congress party specifically, Modi accused it of consistently opposing reforms, claiming it has historically resisted significant initiatives aimed at modernization and national advancement.

He further suggested that opposition parties were concerned about the political ramifications of increased female participation, particularly regarding the disruption of established “family-based political structures.”

“Some parties fear that enhanced representation for women would threaten their dynastic control. They prefer to restrict opportunities to a select few rather than open doors for women from all walks of life,” Modi stated.

The Prime Minister also dismissed concerns raised by opposition leaders regarding delimitation and its potential effects, labeling such arguments as “misleading” and intended to create “unnecessary divisions.”

Despite this setback, Modi reiterated his government’s dedication to women’s empowerment and pledged to persist in pursuing reforms.

“We may not have achieved the necessary numbers today, but we have the support of millions of women. This struggle will continue until their voices are fully represented,” he affirmed.

The Women’s Reservation Bill has been a contentious issue in political discourse, with various governments attempting to pass it amid differing opinions on its implementation.
