Modi noted that the development in Chandigarh has transformed the lives of its residents. However, its benefits extend beyond the city, reaching people in Haryana, Punjab, and Himachal Pradesh. He acknowledged Chandigarh as a crucial center for healthcare, mentioning the expansion of better healthcare facilities at PGI Chandigarh, which will benefit millions.

The Prime Minister also discussed reforms in the justice system, stating that Chandigarh was the first city to implement the 'Indian Penal Code' in place of colonial-era criminal laws. He recalled that a significant reform in the justice system occurred a year and a half ago, transitioning from punishment-based laws to a justice-oriented legal framework, starting with Chandigarh. He highlighted the city's technological advancements, mentioning projects under the Smart City Mission, including the Integrated Command and Control Center, smart traffic management, smart parking, and digital governance, which collectively cost over ₹2,500 crores.
