On Tuesday, amidst opposition protests, the Lok Sabha approved the 'Appropriation (No. 3) Bill, 2026' through a voice vote. Concurrently, the Rajya Sabha passed the 'Birth and Death (Amendment) Bill, 2026', which had previously been approved by the lower house last week. The proceedings in both houses faced multiple interruptions due to various issues, leading to their adjournment for the day. They are scheduled to reconvene on Wednesday, August 5, 2026, at 11 AM.

Key Issues Raised in Both Houses

During the Rajya Sabha session, Minister of State for Home Affairs Nityanand Rai accused previous Congress governments of failing to properly implement laws related to birth and death registration, claiming they deceived the nation and democracy. He asserted that the current government is making significant progress towards achieving universal registration. Responding to the discussions on the Birth and Death Registration (Amendment) Bill, 2026, Rai highlighted provisions aimed at preventing misuse due to delays in registration.

When the Lok Sabha session commenced at 11 AM, Speaker Om Birla attempted to initiate question hour, but opposition members created a ruckus, raising concerns over alleged donations theft at the Ram Temple and demanding a statement from Home Minister Amit Shah regarding police actions against protesting students. Birla urged the opposition to allow the question hour to proceed, emphasizing that Parliament is a platform for discussion and dialogue, not for protests or placards.

Opposition's Concerns in the Rajya Sabha

In the Rajya Sabha, opposition parties led by Congress raised the issue of alleged theft of cash and valuables donated by devotees at the Ram Temple, which was met with strong opposition from ruling party members. Chairman C.P. Radhakrishnan announced the commencement of zero hour after placing necessary documents on the table. During this time, opposition members demanded a statement from Home Minister Amit Shah regarding the theft and police actions against student protesters. Leader of the Opposition Mallikarjun Kharge questioned why investigative agencies like the Enforcement Directorate (ED) and the Central Bureau of Investigation (CBI) have not investigated the allegations against members of the trust formed for the construction and management of the Ram Temple. He pointed out that the government established this trust and allocated 70 acres of land for it. Before Kharge could finish, Parliamentary Affairs Minister Kiren Rijiju was given the floor, stating that the issue the opposition was trying to raise repeatedly should not be allowed in the house.
