Pakistan continues its dubious activities, shifting from direct confrontations with India to espionage. Notably, the country is now employing ordinary citizens for spying. Following the attack in Pahalgam, authorities have apprehended ten spies in India, with Jyoti Malhotra being the most prominent among them, as she was in contact with a Pakistani High Commission official named Danish. Investigative agencies are now focused on identifying the case officers who are recruiting Indian nationals for espionage.
Understanding Case Officers
In the realm of international espionage, case officers are those tasked with finding spies for their countries in foreign lands. Agencies like the CIA, RAW, MOSAD, and ISI deploy agents to plant within other nations. Some of these agents are specifically responsible for recruiting spies, and they are referred to as case officers.
Types of Case Officers in India
In India, there are two categories of case officers: domestic and international. Domestic case officers are officials from agencies like the police, CBI, and NIA who handle various cases under Indian law.
RAW's Case Officers
The covert officers of RAW are also known as case officers, operating discreetly on an international scale. Their primary responsibilities include identifying and recruiting spies abroad, as well as gathering intelligence. They collect foreign intelligence and assess potential threats against their country.
Recruitment of Spies
Experts indicate that investigative agencies first identify individuals willing to spy for their country abroad. These individuals may be lured with financial incentives or coerced. After receiving training, they are required to submit regular reports, all of which is conducted in secrecy.
Becoming a Case Officer
There is no formal recruitment process for case officers; instead, responsibilities are assigned to officials from the Research and Analysis Wing (RAW). Notably, RAW does not have direct recruitment; it selects candidates from the IAS, IPS, and IB. Additionally, qualified officers from the military, navy, and air force may also be deputed to work with RAW, particularly those from military intelligence, although they must undergo a rigorous selection process.
Essential Qualities for RAW
- Experience in IAS, IPS, IB, or military service is essential for working in RAW.
- Individuals with sharp intellect who can maintain confidentiality are preferred.
- Decision-making skills are crucial, and candidates must pass several tests before selection.
- A clear background is mandatory, involving multiple verification stages.
- Knowledge of foreign languages is advantageous and considered a plus point.
