NIA Takes Action in Car Bombing Incident
On Saturday, the National Investigation Agency (NIA) submitted a chargesheet against three additional suspects in connection with the car bomb explosion that occurred near the Red Fort in the capital in November 2025. This tragic incident resulted in the deaths of 11 individuals. In its supplementary chargesheet for case RC-21/2025/NIA/DLI, the NIA has named Zameer Ahmed Ahangar, Tufail Ahmed Bhat, and Muzaffar Ahmed (also known as Faraz or Zafar) as accused. With this latest filing, the total number of individuals charged in this case has risen to 13, including the main accused, Dr. Umar Un Nabi, who is now deceased.

Muzaffar's Role as a Key Suspect
Muzaffar Ahmed, a pediatrician (MBBS, MD), has been identified as the elder brother of co-accused Dr. Adil Ahmed Rather and a founding member of the AGuH Interim, a faction linked to Al-Qaeda. The NIA's investigation revealed that Muzaffar was one of the main conspirators involved in the plot, alongside co-accused Umar, Muzaffar, Adil, and Mufti Irfan, which led to the deadly VBIED (Vehicle-Borne Improvised Explosive Device) explosion on November 10, 2025.
Muzaffar's Involvement in Secret Meetings
The NIA's probe also uncovered that Muzaffar was present at a clandestine meeting held in Eidgah, Srinagar, in June 2022, where the terrorist module AGuH Interim was established. He was deeply involved in the production, testing, and storage of TATP-based IEDs at a secret facility run by Umar and Muzaffar at Al-Falah University in Faridabad.

A non-bailable warrant (NBW) has been issued against Muzaffar, and efforts are underway to locate and apprehend him. According to the NIA's investigation, Zameer, an overground worker (OGW) for AGuH, maintained constant communication with handlers and was responsible for supplying weapons, ammunition, and cash to this terror module. Tufail, a former OGW of the banned terrorist organization Lashkar-e-Taiba (LeT), acted as a weapons supplier for this module. He obtained an AK-47, a Krinkov rifle, a pistol, magazines, and live cartridges through a handler via a 'dead drop' and delivered them to the main accused, Dr. Umar Un Nabi, for 300,000 rupees. The chargesheet filed in the special NIA court at Patiala House in New Delhi includes sections of the UA(P) Act against the arrested suspects Zameer and Tufail, along with various sections of the BNS.
