New Rules Established for Sports Governance and Dispute Resolution in India
Introduction of New Governance Framework
The Indian government has officially announced the National Sports Governance (National Sports Board) Rules, 2026, along with the National Sports Governance (National Sports Tribunal) Rules, 2026. These regulations, enacted under the National Sports Governance Act of 2025, aim to create a robust regulatory and dispute resolution framework for sports in India. The Sports Ministry stated that these new rules are designed to enhance governance standards among National Sports Bodies and establish an independent mechanism for resolving sports-related disputes more efficiently and affordably.
Role of the National Sports Board
As per the newly established rules, the National Sports Board will serve as the primary authority responsible for recognizing National Sports Bodies and ensuring adherence to governance, financial, and ethical standards. The Board will consist of a Chairperson and two Members, who will be appointed by the Central Government from a panel suggested by the Search-cum-Selection Committee formed under the National Sports Board (Search-cum-Selection Committee) Rules, 2026. Additionally, the rules specify the Board's composition, the tenure of its Chairperson and Members, their salaries, allowances, and other service conditions, while also detailing the powers and responsibilities of the Board.
Establishment of the National Sports Tribunal
In a significant reform, the government has activated the National Sports Tribunal through a distinct set of rules under the Act. The National Sports Governance (National Sports Tribunal) Rules, 2026 outline the provisions for the appointment, re-appointment, tenure, salary, and service conditions of the Tribunal's Chairperson and Members. This Tribunal is intended to serve as a specialized body for adjudicating sports-related disputes in India, aiming to lessen the dependency on civil courts for issues concerning sports governance and administration.
Digital Innovations for Legal Processes
The new rules also incorporate technological advancements for digital implementation. The Central Government will launch a dedicated online portal for submitting disputes, notices, responses, documents, and clarifications. This portal will enable virtual hearings, facilitate communication from the Tribunal, and maintain records related to proceedings and orders. The Tribunal is expected to offer a streamlined mechanism for faster, simpler, and more accessible dispute resolution, thereby minimizing the complexity of litigation within the sports sector.
