New Bill Introduced in Lok Sabha to Regulate Deepfake Technology

A Private Member's Bill has been introduced in the Lok Sabha to regulate deepfake technology, emphasizing the need for consent and outlining penalties for misuse. The proposed legislation aims to protect citizens from harassment and misinformation while establishing a dedicated task force to combat national security risks associated with deepfakes. This initiative highlights the growing concern over the misuse of advanced technologies and seeks to create a legal framework that promotes accountability and credibility in digital media. The Bill also proposes funding for initiatives aimed at detecting manipulated content, marking a significant step towards safeguarding individual privacy and public trust.
 

Introduction of the Regulation of Deepfake Bill


New Delhi, Dec 6: A new Private Member's Bill aimed at establishing a comprehensive legal framework for the regulation of deepfake technology has been presented in the Lok Sabha.


The Regulation of Deepfake Bill, brought forth by Shiv Sena's Shrikant Shinde on Friday, seeks to safeguard citizens by requiring explicit consent from individuals featured in deepfake materials.


"The rise in the misuse of deepfakes for purposes such as harassment, deception, and misinformation has created an urgent need for protective regulations," Shinde stated.


The legislation outlines penalties for those who create or share deepfake content with harmful intentions.


"As artificial intelligence and deep learning technologies advance, deepfake technology has become a powerful tool for media manipulation. While it has beneficial uses in education, entertainment, and creative industries, its misuse poses significant threats to individual privacy, national security, and public trust," Shinde elaborated in the Bill's objectives.


The proposed legislation aims to create a robust legal structure governing the creation, distribution, and use of deepfakes in India, according to Shinde, who has served three terms as a Lok Sabha member from Kalyan.


Additionally, the Bill proposes the establishment of a Deepfake Task Force, which will focus on addressing national security concerns and assessing the impact of deepfakes on privacy, civic engagement, and potential electoral interference.


This task force will work in partnership with academic institutions and the private sector to develop technologies capable of detecting manipulated content, thereby enhancing the credibility of digital media.


Furthermore, the Bill suggests the creation of a fund to support initiatives in both the public and private sectors aimed at detecting and preventing advanced image manipulation.


A Private Member's Bill allows non-minister lawmakers to bring attention to issues that may not be adequately addressed in government legislation or to highlight gaps in existing laws that necessitate legislative action.
