Mizoram Government Receives No Funds from Centre's SASCI Scheme
Mizoram's Financial Struggles Under SASCI

Aizawl, Oct 4: The Mizoram Government has reported that it has not received any financial assistance from the Centre's Special Assistance to States for Capital Investment (SASCI) scheme for the current fiscal year. This information was revealed through a Right to Information (RTI) response from the Department of Expenditure, Ministry of Finance, as highlighted by the Opposition party, Mizo National Front (MNF).
The RTI response, dated October 1, indicates that while seven out of the eight North Eastern States have received funding under SASCI for the fiscal year 2026-27 as of September 30, Mizoram has not received any allocation. In contrast, Arunachal Pradesh received ₹3,965.82 crore, Nagaland ₹3,324.68 crore, Tripura ₹2,613.17 crore, Assam ₹2,504.16 crore, Manipur ₹2,129.24 crore, Meghalaya ₹1,947.14 crore, and Sikkim ₹921.97 crore.
The SASCI scheme offers interest-free loans for a duration of 50 years to support capital investment projects. For the fiscal year 2026-27, the Union Government has earmarked ₹2 lakh crore for this initiative.
The MNF, in a statement from its headquarters, expressed concerns that Mizoram has struggled to access SASCI funds since the Zoram People's Movement (ZPM) Government took office in December 2023.
The party claimed that ₹233.31 crore allocated to Mizoram under SASCI for 2023-24 had lapsed, and another ₹111.52 crore sanctioned for 2025-26 faced a similar fate.
According to the MNF, these issues stem from what they describe as inadequate financial management by Chief Minister Lalduhoma, who also oversees the Finance portfolio. They accused the Government of failing to effectively utilize available Central funds and demanded accountability from the Chief Minister.
The Opposition party further alleged that the Mizoram Government had previously submitted utilization certificates without actually disbursing the corresponding SASCI funds. They pledged to monitor the situation closely and address any similar occurrences with the Centre in the future.
The Department of Expenditure serves as the Union Government's primary agency for overseeing State finances, including the distribution of special assistance to States.
The MNF stated that the RTI response indicating zero funds allocated to Mizoram necessitates an explanation from Lalduhoma in his dual role as Chief Minister and Finance Minister.
