Mizoram Eases Liquor Restrictions for Medical Use

Aizawl, June 3: In a significant move to relax liquor regulations in one of India's most restrictive states, the Mizoram Government, led by the Zoram People's Movement (ZPM), has announced that residents can now apply for permits to consume and possess alcohol for medical reasons.
A notification released by the State Government on Tuesday indicates that eligible individuals can request a permit, referred to as a 'Red Card', in accordance with Section 45B(1) of the Mizoram Liquor Prohibition (Amendment) Act, 2025.
To obtain this permit, applicants must pay a fee of Rs 50, along with an annual renewal fee of Rs 5,000.
This initiative represents a further step towards the gradual relaxation of Mizoram's liquor laws, which have been among the strictest in India, despite various amendments over the years.
According to the revised legislation, the Commissioner or an authorized officer can grant permission for alcohol consumption on health grounds to individuals who present a prescription from a registered medical practitioner, which must also be countersigned by the relevant Medical Superintendent.
As stated in the Mizoram Liquor (Prohibition) Amendment Bill, 2025, "The Commissioner or any authorized officer may issue a permit, termed as 'Red Card', to individuals with a valid prescription from registered medical practitioners, duly countersigned by the Medical Superintendent, allowing them to purchase and consume liquor for health reasons."
However, it is important to note that holders of the 'Red Card' are prohibited from consuming alcohol in public places, institutions, or hotels accessible to the general public.
Mizoram has maintained a dry status for many years, enforcing strict regulations on the sale, possession, and consumption of alcoholic beverages.
The Mizoram Liquor Prohibition Act, 2019, was introduced during the early tenure of the Mizo National Front (MNF) government after it regained power.
Nevertheless, comprehensive rules under this legislation were only established in 2022, shortly before the conclusion of the MNF's term.
These regulations primarily facilitated the production and sale of locally made grape wine, especially from the Champhai district, and became known as the "wine rules." While they offered limited support to local wine producers, they largely restricted tourists and residents from legally possessing or consuming alcohol.
The ZPM government, which took office on December 8, 2023, committed to relaxing certain aspects of the prohibition laws, particularly to assist farmers involved in grape cultivation and other cash crops.
