Mizoram Assembly Calls for CBI Inquiry into Controversial Land Acquisition

The Mizoram Legislative Assembly has unanimously called for a CBI investigation into the controversial Lengpui land acquisition deal, which has sparked public outcry. Legislator R Lalthangliana raised concerns about the legitimacy of the transaction, alleging that significant sums of money were paid to individuals without rightful ownership of the land. The Chief Minister has defended the current administration, attributing the deal's procedures to the previous government. This resolution reflects growing public distrust and demands for accountability in government dealings.

Aizawl, March 7: The Mizoram Legislative Assembly has unanimously passed a resolution urging the State Government to refer the contentious Lengpui land acquisition case to the Central Bureau of Investigation (CBI) for further investigation.


The resolution, introduced by Mizo National Front (MNF) member R Lalthangliana, was adopted after some minor wording adjustments suggested by Treasury bench members following a lengthy debate.


During the discussion, Lalthangliana highlighted that the land acquisition linked to a proposed Indian Air Force project in Lengpui has raised significant public concern and skepticism within the state.


He expressed that the residents of Mizoram harbor serious doubts regarding the execution of the deal, especially since a substantial amount of money was allegedly paid to an individual who did not originally possess land in the area.


Lalthangliana pointed out that the circumstances surrounding the transaction have led to speculation about possible financial exchanges and kickbacks to politicians and influential officials at both state and central levels.


He revealed that over Rs 117.90 crore was paid to Henry Lalremsanga Hlawnmual on July 25, 2025, while Rohmingliana received more than Rs 32.41 crore on the same day, followed by an additional Rs 37.58 crore on August 26, 2025, related to the land acquisition.


Concerns were also raised regarding a special power of attorney signed between Rohmingliana and Hlawnmual, which Lalthangliana claimed facilitated underhand dealings in the acquisition process.


He noted that the Zoram People’s Movement (ZPM) Government had officially recognized this power of attorney arrangement.


Additionally, Lalthangliana referenced comments made by Chief Minister Lalduhoma in the Assembly on February 21, 2025, where he acknowledged serious procedural irregularities and indicated that the matter had been put on hold by his Government.


According to Lalthangliana, the Chief Minister suggested that certain individuals may have profited significantly from the deal.


“Nevertheless, the ZPM Government expedited the land acquisition process and disbursed compensation within five months,” he stated, questioning the timeline of events.


In response, Chief Minister Lalduhoma dismissed the allegations against the current Government, attributing the completion of the main land acquisition procedures to the previous MNF Government.


He clarified that most groundwork and procedural steps were executed during the prior administration, with the current Government merely finalizing the remaining formalities.
