Opposition to the Foreign Contribution Amendment Bill

Aizawl, July 28 - The Mizo National Front (MNF), the primary opposition party in Mizoram, has expressed strong opposition to the Foreign Contribution (Regulation) Amendment Bill and has urged the state's MPs to vote against it in Parliament. This information was shared by a senior party leader. The MNF is an ally of the National Democratic Alliance (NDA) led by the Bharatiya Janata Party (BJP) at the center.

The controversial Foreign Contribution (Regulation) Amendment Bill was introduced in the Lok Sabha during the budget session and is now scheduled for discussion and passage in the upcoming monsoon session of Parliament. There are concerns in the Christian-majority state of Mizoram that if the bill is passed in its current form, it could adversely affect minority institutions, particularly Christian organizations and NGOs.

Lalchhandama Ralte, the vice president of the MNF, stated that the party views the proposed amendments as a serious threat to churches, NGOs, educational institutions, and charitable organizations that rely on foreign aid. He remarked, “The MNF strongly opposes the FCRA amendment bill. We hope that the members from our state in both the Lok Sabha and Rajya Sabha will vigorously oppose it and will not abstain during the voting on the bill.” Mizoram has one member each in the Lok Sabha and Rajya Sabha, both of whom belong to the ruling Zoram People's Movement (ZPM) in the state.

The leader of the opposition in the state assembly, Ralte, emphasized that the proposed changes in the law would make it significantly more difficult for organizations to receive foreign donations, negatively impacting schools, orphanages, and other institutions in Mizoram. He stated, “As Christians, we vehemently oppose these amendments as they will have far-reaching effects on institutions that serve the people.” Ralte added that the party has already expressed its dissent and that MNF president Zoramthanga, currently on a visit to Delhi, will raise this issue with senior leaders at the center. Officials have indicated that the Mizoram government plans to submit a memorandum to the center outlining its concerns regarding the proposed amendments and suggesting necessary changes.
