New Delhi, Oct 20: The anticipated trade agreement between India and the United States, along with the recent US decision to lift potential tariffs on Russian oil imports, will be central topics during US Secretary of State Marco Rubio's visit to India.

Rubio is set to meet with External Affairs Minister S. Jaishankar in Mumbai on Tuesday afternoon.

Topics of discussion will likely include energy, defense, critical and emerging technologies, and various aspects of bilateral collaboration.

Prior to his visit, Rubio mentioned in Samarkand, Uzbekistan, that the US is nearing the completion of the trade deal with India, indicating positive developments in negotiations that have been ongoing since early 2025.

“We're on the verge of finalizing the trade agreement with India. We're very close,” Rubio stated, noting that these negotiations were part of US President Donald Trump's considerations regarding national-security waivers.

This statement came after Trump's announcement on October 16 to waive the threat of additional tariffs on nations buying Russian oil, which alleviated a potential point of contention in India-US relations.

India and the US have been working on a bilateral trade agreement aimed at resolving tariff disputes, eliminating non-tariff barriers, and enhancing market access.

New Delhi is advocating for more favorable tariff conditions for its exports to the US market.

Recently, Jaishankar indicated that the negotiations are approaching a favorable conclusion.

“Key areas of bilateral cooperation, including energy, trade and investment, defense, and emerging technologies, will be discussed,” stated Ministry of External Affairs spokesperson Randhir Jaiswal last week.

On Monday, Assam Chief Minister Himanta Biswa Sarma emphasized the tariff dispute and the subsequent waiver, asserting that India has protected its energy interests while maintaining diplomatic relations with the US.

In a social media update, Sarma pointed out that the US had imposed an additional 25% tariff on Indian goods in August 2025 due to India's Russian crude oil purchases, raising tariffs on many Indian exports to 50%. He also mentioned the removal of this additional tariff in February 2026 and the subsequent tariff threats in September and October.

“Those who have accused Prime Minister Modi of capitulating owe the Indian public an explanation. They were quick to make allegations; now they must confront the facts,” the post stated.

During his time in Mumbai, Rubio will also pay tribute at the memorial for the victims of the November 2008 Mumbai terror attacks at the Taj Mahal Palace hotel and participate in a reception celebrating the 250th anniversary of US independence.

He is expected to travel to Jamnagar in Gujarat on Wednesday.
