Ladakh Introduces 4% Reservation for Outstanding Sportspersons in Government Jobs

Ladakh has taken a pioneering step by approving a 4% horizontal reservation for outstanding sportspersons in government jobs. This initiative, aimed at encouraging youth to pursue sports as a career, positions Ladakh as the first Union Territory in India to implement such a reservation. The new rules outline eligibility criteria for sportspersons and establish a merit-based selection process, ensuring that talented individuals receive the support they need to excel in their sporting endeavors. With this move, the administration seeks to create a supportive ecosystem for aspiring athletes, alleviating financial concerns and promoting sporting excellence.
 

4% Reservation for Sportspersons

In a significant move to promote sports among the youth in Ladakh, Lt Governor Vinai Kumar Saxena has approved a 4% horizontal reservation for 'Outstanding Sportspersons' in direct recruitment for Group 'C' (Non-Gazetted) positions within the Union Territory's administration. This initiative makes Ladakh the first Union Territory in India to establish a fixed reservation for sportspersons in government employment. While other states and UTs offer reservations or incentives under sports quotas, none have implemented a statutory reservation as per the official announcement.


New Reservation Guidelines Issued

Following this approval, the Ladakh administration has released the 'Union Territory of Ladakh Outstanding Sportspersons (Horizontal Reservation in Direct Recruitment to Group 'C' Non-Gazetted Posts) Rules, 2026'. This framework aims to provide structured benefits to deserving sportspersons who meet all eligibility requirements, including passing recruitment examinations.


Criteria for 'Outstanding Sportspersons'

'Outstanding Sportspersons' are defined as individuals who have represented their state or country in recognized national or international competitions, including medalists in Senior or Junior National Championships, Khelo India Youth Games (over 18), Khelo India Winter Games, Khelo India Para Games, and Khelo India University Games. Additionally, eligible chess players are included as per the Department of Personnel and Training (DoPT) guidelines.


These rules are part of the Ladakh Sports Policy, 2026, which was approved by LG Saxena on August 1, aiming to foster sporting excellence through financial support and incentives.


Understanding Horizontal Reservation

The 4% reservation will function as a horizontal reservation across all vertical categories. This means that it will provide equal opportunities to all beneficiaries, including women, SC/ST, the transgender community, and individuals with disabilities, while still adhering to their respective vertical categories. Candidates selected under the sports reservation will be counted within their social category for direct recruitment to Group 'C' posts, except for those specifically excluded by the administration.


Commitment to Youth and Sports

This initiative aims to ensure that talented youth in Ladakh do not abandon their sporting dreams due to financial concerns or job security. The 4% reservation in government jobs represents a long-term commitment to support youth in excelling in sports. LG Saxena emphasized that through this reservation, along with scholarships, cash incentives, modern infrastructure, and career opportunities, an ecosystem is being created to recognize and nurture talent without imposing financial burdens on families.


Merit-Based Selection and Verification Process

The reservation framework prioritizes higher-level sporting achievements and medal winners. A dedicated Sports Merit List will be created for eligible candidates, with rankings based on the level of competition and achievements. According to the scoring matrix, international medalists will receive the highest weightage, followed by performances in Senior National Championships, Junior National Championships, Inter-University/Khelo India University Games, and Khelo India Youth Games.


The selection process will be transparent, with a three-member committee from the Department of Youth Services and Sports tasked with verifying the authenticity of candidates' certificates and achievements. Only the highest sporting achievement will be considered for ranking, ensuring fairness in the selection process.
