This dual approach aims to foster better communication between the government and the public, making the grievance resolution process more effective and citizen-friendly. Discover how this initiative could transform public service in Karnataka.

Introduction of the Public Service Department

In a significant move aimed at enhancing accessibility for citizens, the Karnataka government has announced the establishment of a new 'Public Service Department.' This department will focus on addressing and resolving public grievances. Chief Minister D.K. Shivakumar stated that a minister will lead this department, supported by a dedicated administrative team to ensure that complaints reach the appropriate government officials without delay. Alongside this new department, the state government will also initiate the 'Public Service Campaign' (PSC), where ministers will regularly visit districts to engage directly with citizens and address their issues. During a cabinet meeting on Thursday, Shivakumar emphasized the government's commitment to making the grievance resolution process more efficient and citizen-friendly.

How Citizens Can Register Complaints

According to the Chief Minister, citizens will be able to file their complaints through this new department. It will ensure that these complaints are forwarded to the relevant government departments for timely action.

Oversight by IAS Officers

An IAS officer will serve as the secretary of the 'Public Service Department,' supported by a team of officials responsible for addressing and monitoring complaints. Shivakumar mentioned that every application will be directed to the appropriate authority, which may include the relevant minister, the district in-charge minister, the deputy commissioner of the district, or any other authorized official. He stated, 'We will establish a system under this department to ensure that actions are being taken on the complaints.'

What is the Public Service Campaign?

Under this initiative, the Karnataka government will launch the 'Public Service Campaign,' an outreach program designed to bring the government closer to the people. As part of this campaign, the in-charge minister of each district will be required to visit two assembly constituencies on the first and third Saturdays of every month. If these days coincide with a public holiday, the visits will occur the day before. During these visits, ministers will listen to citizens' complaints alongside local legislators and senior district officials, taking immediate action wherever possible. Shivakumar explained, 'All ministers will participate along with the legislators of the respective districts and assembly constituencies to resolve the complaints through this PSC.'
