Jammu and Kashmir's LG Launches Initiative for Terror Victim Families

Lieutenant Governor Manoj Sinha has initiated a groundbreaking outreach program aimed at delivering justice to families affected by terrorism in Jammu and Kashmir. This initiative seeks to provide support and rehabilitation to approximately 1,200 victim families who have long awaited justice. Following a recent meeting with terror victim families, Sinha has promised job placements for eligible next of kin and has already begun fulfilling this commitment. The program is seen as a historic step towards acknowledging the suffering of innocent civilians and ensuring that their stories are heard. With helplines established for grievances, the government is taking significant steps to address the long-standing issues faced by these families.
 

Outreach Program for Justice

In a significant move aimed at providing justice to families affected by terrorism, Lieutenant Governor Manoj Sinha has launched an outreach initiative designed to reach those who have long awaited justice. This program is being hailed as a historic effort to recognize and support the families of victims.


Official statistics indicate that around 1,200 families of victims have approached local authorities seeking justice and rehabilitation. This increase in outreach followed a meeting between Lieutenant Governor Sinha and families of terror victims in Anantnag on June 29, 2025, where he promised job placements for eligible next of kin within 30 days.


Swift Action Taken


Fulfilling his commitment, LG Sinha distributed appointment letters to 40 families of terror victims in Baramulla district just 15 days later. The Jammu and Kashmir government has pledged to continue this process until every victim's family is adequately rehabilitated.


Commitment to Justice

Sinha expressed his dedication to ensuring that these families receive the justice, employment, recognition, and support they have been denied for years. He emphasized that this initiative marks a crucial step in acknowledging the plight of innocent civilians in Jammu and Kashmir, stating, "The truth about terror victim families was deliberately suppressed. No one came to wipe their tears."


He further assured that the era of providing jobs to family members of terrorists while neglecting the victims' families is over. The government is actively working to identify such cases within public employment and is committed to rehabilitating genuine victims of terrorism.


Heartbreaking Stories Shared

During the outreach event in Baramulla, numerous families recounted their tragic experiences. Many had lost fathers, husbands, or sons, with some families suffering multiple losses in a single incident.



One family member shared, "My two uncles were killed by terrorists in 1992. Since then, we have been asking for justice. Our case has been ongoing since then, and we had not been rehabilitated. We want to thank LG Sahib for all the help."


A Gathering of Hope

A large number of victim families attended the meeting with LG Manoj Sinha, expressing feelings of neglect over the past three decades and sharing their harrowing stories.


Wajahat Farooq Bhat, Chairman of Save Youth Save Future, remarked, "The families of terror victims from North Kashmir met with the LG. In the last three decades, around 11,000 casualties have taken place here directly due to cross-border terrorism. Until now, there was no one who would listen to them, and it is for the first time in decades that someone has come forward to hear the victim families."


Establishment of Helplines

To further assist these families, helplines have been set up in various districts to register grievances from terror victims. Authorities have reported receiving hundreds of complaints dating back to the 1990s, with many instances of unregistered FIRs, land encroachments, and property demolitions. The government has also decided to review cases where FIRs were not filed.
