Investigation Underway Following Fatal Shooting of Colombian Father in Maine
Fatal Incident During Immigration Operation
Authorities at the federal level are currently looking into the tragic shooting of 26-year-old Joan Sebastian Guerrero, a Colombian father, who lost his life during an immigration enforcement action in Biddeford, Maine, early Monday morning. The event took place shortly after 7 AM in the city, situated approximately 15 miles south of Portland. The Maine Attorney General's Office reported that an ICE officer was engaged in an operation concerning a final removal order when Guerrero allegedly attempted to escape in a vehicle towards the officer, resulting in the fatal shooting. The officer involved has been placed on administrative leave, a standard procedure following police-related shootings.
Understanding Joan Sebastian Guerrero
Community members and immigrant advocacy groups have identified the deceased as Joan Sebastian Guerrero, a 26-year-old father from Colombia. As per the Maine Immigrants' Rights Coalition and Presente! Maine, Guerrero was legally authorized to work in the U.S. and possessed a Social Security number. Eyewitnesses recounted a chaotic scene unfolding outside the vehicle post-shooting. One witness recounted a family member's anguished cry, "You took her dad!" while a young child, no older than three and still in Bluey pajamas, stood nearby.
Images captured at the scene depicted an unmarked white SUV with flashing police lights, which seemed to have collided with the passenger side of Guerrero's white sedan. Bullet holes were evident in the windshield. Footage also showed agents clad in green vests labeled "POLICE" extracting a man from the driver's seat and placing him in handcuffs, while officers tended to another individual lying on the street.
Senator Angus King clarified that Guerrero was not the intended target of an arrest warrant and noted that ICE agents were not equipped with body-worn cameras during the operation. The Maine Immigrants' Rights Coalition expressed outrage over the shooting. Executive Director Mufalo Chitam stated, "We are grieving, we are furious, and we will not allow his death to be treated as routine or inevitable." Chitam further questioned, "How much more harm must our communities endure before those with the power to act acknowledge that this has gone too far?" The Maine Attorney General's Office, with support from the FBI and Maine State Police, is conducting the investigation. This incident marks at least the 11th fatal shooting involving federal immigration agents since the onset of President Donald Trump's second term.
Maine Governor Janet Mills has been briefed on the situation, acknowledging that such incidents are distressing and alarming. She assured that authorities are collaborating to ascertain the facts surrounding the event.
