Investigation Launched Against Dr. Narendra Pratap Singh Following Press Conference

Dr. Narendra Pratap Singh, a professor at the Government Medical College in Bettiah, is under investigation following a press conference where he addressed his absence during a Health Minister's visit. Allegations of negligence and misuse of resources have emerged, prompting an inquiry into his conduct. The department has taken administrative action, relieving him of additional responsibilities. As the situation unfolds, a high-level committee will assess the circumstances surrounding his absence and the subsequent press conference. This case highlights the importance of accountability within government services.

Overview of the Press Conference

Dr. Narendra Pratap Singh, a designated professor in the psychiatry department at the Government Medical College in Bettiah, held a press conference on June 26, 2026, to address various issues.

Allegations Regarding Health Minister's Visit

During the press conference, Dr. Singh claimed that there was no prior notification regarding the scheduled visit of the Health Minister to the Patna Medical College and Hospital on June 23, 2026. However, the superintendent of the hospital had communicated with Dr. Singh via mobile on June 22, 2026, around 7 PM, to inform him about the event.

Communication with the Superintendent

In their conversation, the superintendent mentioned that the Health Minister would be welcomed by them, and the principal would deliver the vote of thanks, which the principal had also agreed to.

Leave Notification Issues

Dr. Singh stated that his son had informed the departmental secretary, the superintendent, and other officials about his leave via WhatsApp. However, it was noted that Dr. Singh reported his absence due to burns only hours after the event had concluded, suggesting that this notification was a response to media coverage.

Investigation into Absence

To investigate Dr. Singh's absence, a covert patient was sent to his private clinic, revealing that he was indeed present there. An inquiry confirmed that the official vehicle of the Patna Medical College was parked outside his clinic. Patients exiting the clinic reported having received treatment from Dr. Singh shortly before.

Consequences of Findings

Given these findings, Dr. Singh has been relieved of his additional responsibilities as principal and reassigned to his position as a professor in the psychiatry department at the Government Medical College in Bettiah. This transfer is administrative and not punitive. Furthermore, Dr. Singh's decision to hold a press conference without addressing his unauthorized absence with the department is contrary to the Bihar Government Servants Conduct Rules.

Next Steps

An approval from the competent authority has led to the formation of a high-level inquiry committee to gather Dr. Singh's side of the story and follow due process for further action. The department maintains a clear stance that negligence and indiscipline will not be tolerated at any level, and appropriate actions will be taken against those found guilty.
