India Reiterates Zero Tolerance Against Terrorism on Global Stage
India's Stance on Terrorism at the UN
India has once again emphasized its 'zero tolerance' policy towards terrorism, warning the international community about the growing threat. Raghu Puri, the First Secretary of India's Permanent Mission to the United Nations, stated that terrorism disregards borders and nationalities, posing an 'existential threat' to global peace and security.
Highlighting the Pahalgam Attack
During the annual address at the UN Office of Counter-Terrorism (UNOCT), India brought attention to the brutal terrorist attack in Pahalgam, Jammu and Kashmir, which occurred in April 2025. This attack was carried out by 'The Resistance Front' (TRF), a front for the banned organization Lashkar-e-Taiba. The cowardly assault resulted in the deaths of 26 innocent tourists, illustrating how terrorist groups target civilians in collaboration with their affiliates.
Call for Collective Action Against Terrorism
Puri emphasized the need for a united front against groups like ISIS and Al-Qaeda and their affiliates. He highlighted the significance of the Global Counter-Terrorism Strategy (GCTS) as a central tool for multilateral cooperation. India is committed to actively participating in the 9th review of the GCTS and has assured full cooperation to co-facilitators Finland and Morocco during the discussions.
Delhi Declaration: A Historic Document
The 'Delhi Declaration' addresses the use of new and emerging technologies in terrorist activities, marking a significant step in counter-terrorism efforts. Puri noted that this issue is crucial for many member states. In October 2022, under India's presidency, the Security Council's Counter-Terrorism Committee (CTC) held a special meeting in New Delhi and Mumbai to tackle the use of new technologies for terrorist purposes.
Adoption of the Delhi Declaration
Following the special meeting, the committee adopted the 'Delhi Declaration' to combat the use of new and emerging technologies for terrorist objectives. Puri reiterated India's commitment to working with partners through various UN agencies to build capacity and prepare for the evolving threats posed by terrorism.
