Chirang, June 27: Promod Boro, the chief of the United People's Party Liberal (UPPL) and Rajya Sabha MP, emphasized the necessity for the government to fully execute all aspects of the Bodoland Territorial Region (BTR) Accord. He stated that merely signing the peace agreement is insufficient.
During a meeting with UPPL members in Kajalgaon, Chirang district, Boro highlighted that the onus of implementing the accord lies with the government. He warned against allowing it to suffer the same fate as other agreements that have only seen partial execution.
"The BTR Accord represents a peace initiative. It was not intended to undermine anyone but to address longstanding issues, bolster the Sixth Schedule, and ensure enduring peace in the area. While the government may require time, it must fulfill every aspect of the agreement. The true measure of success lies in implementation, not just signing," he remarked.
This event marked the UPPL's first gathering with party members following their defeat in the Assam Assembly elections.
A significant portion of Boro's speech focused on the long-awaited 125th Constitutional Amendment Bill, aimed at enhancing the operations of Sixth Schedule autonomous councils.
He pointed out that many Sixth Schedule councils, some established as far back as 1952, still operate without sufficient constitutional authority.
"While law enforcement may remain under state control, there are constitutional provisions to grant these councils greater financial independence. This is why we have been advocating for the 125th Constitutional Amendment," Boro explained.
He noted that although the Bill was presented in the Rajya Sabha on February 6, 2019, it has yet to be discussed.
"Our MPs are actively engaging with leaders from various national parties to ensure the Bill is addressed in both the Rajya Sabha and Lok Sabha. Strengthening the Sixth Schedule councils is crucial for the balanced development of the Bodo community and all other communities residing in the BTR," he added.
Boro also accused the current administration of intimidating employees hired during the UPPL-led government.
"Every appointment made during the UPPL administration adhered to proper procedures, including interviews, selection processes, and financial approvals. These positions were not granted by the BJP, UPPL, or any political entity; they were earned based on merit by qualified candidates from various communities. It is regrettable to hear claims that some employees are now facing threats or being coerced for money," he alleged.
He called for transparency and urged the public to report any irregularities, appealing to the media to continue spotlighting issues affecting citizens.
"As a responsible opposition party, it is our duty to bring these matters to light. Anyone found guilty of misconduct should be held accountable," he stated.
In an effort to reassure party members after the electoral loss, Boro remarked that defeat is a natural aspect of democratic politics and encouraged them to persist in strengthening the organization.
"Victory and defeat are both integral to democratic politics. Losing an election does not signify the end of a political party. Leaders may depart and later return, but it is the responsibility of party members to continue fortifying the organization so that it remains self-sufficient," he concluded.
The meeting was attended by UPPL editor Bina Goyari, former councillor Madhav Chettri, leaders from the Chirang district committee, block-level office bearers, and party members.
