Revised Guidelines for Prisoner Assistance Program
The Home Ministry has undertaken a review and revision of guidelines and standard operating procedures (SOP) that are over two years old, aimed at improving the implementation of financial assistance for impoverished prisoners. This initiative, launched in 2023, seeks to provide monetary support to those inmates who are unable to pay fines or bail due to financial constraints, causing delays in their release. The original guidelines and SOP were disseminated to all states and union territories on June 19, 2023. In a letter addressed to the chief secretaries, directors general of prisons, and inspectors general of prisons across all states and union territories on December 2, the Home Ministry acknowledged that poor implementation has hindered the achievement of the program's primary objectives. The ministry stated that it has amended the guidelines and SOP to enhance and streamline processes for quicker and more effective execution.
Call for Adoption of Revised Procedures
In the letter sent on December 2, the Home Ministry pointed out that the implementation of the assistance program has been inadequate and unsatisfactory in several states and union territories, directly obstructing the attainment of its core goals. The letter included the revised guidelines and SOP for the financial aid program for underprivileged prisoners, urging all states and union territories to adopt these provisions and initiate necessary actions to implement the program in accordance with the amendments.
Ensuring Compliance and Effectiveness
To guarantee the swift and effective execution of the program, the Home Ministry has reviewed the existing guidelines and SOP to strengthen and streamline procedures. The letter also requested that the guidelines be disseminated to all relevant officials to ensure full institutional compliance.
