Himachal Pradesh Vocational Trainers Demand Policy Reforms

Vocational Trainers Seek Support from State Government

A group from the Himachal Pradesh Vocational Trainers Welfare Association, headed by State President Praveen Meghta, recently met with Chief Minister Sukhvinder Singh Sukhu at the Shimla Secretariat. They presented a comprehensive memorandum addressing the longstanding issues faced by Vocational Trainers employed in government schools throughout the state.


The delegation comprised Co-President Monica Thakur (Women Wing), Vice Presidents Suchita Sharma and Shailender Kumar Sharma (Former President, Outsourced Employees Federation), General Secretary Vijay Kumar, along with various district presidents and members of the state executive body.


The Association called on the state government to establish a permanent policy for Vocational Trainers who have dedicated over 13 years to government schools. They also advocated for the elimination of the outsourcing model and sought regularization by incorporating Vocational Trainers into the Education Department.


Additionally, the Association requested that Vocational Trainers receive competitive salaries comparable to those in other states, along with a provision for a 5% annual salary increase.


Currently, Vocational Trainers in Himachal Pradesh earn between ₹20,000 and ₹25,000 monthly, while their counterparts in Delhi, Haryana, Uttarakhand, and West Bengal enjoy significantly higher salaries and better job security.


The organization pointed out that Vocational Trainers are the only group of educators within the Education Department who have not been regularized despite over a decade of service. They emphasized that there are no legal barriers to this process, as the Hon’ble High Court has made favorable remarks regarding outsourced employees with over ten years of service.


The Vocational Trainers expressed optimism that the state government would respond positively to their requests and make timely decisions that would benefit thousands of trainers and their families. They conveyed their belief that the Chief Minister would recognize their concerns and make a landmark decision in favor of Vocational Trainers.
