The Himachal Pradesh University Teachers’ Welfare Association (HPUTWA) has voiced strong opposition to a proposed bill by the state government, labeling it a “dictatorial decision” that undermines the administrative, financial, and academic autonomy of universities throughout the state. The association is calling for the immediate withdrawal of the bill.

A delegation from HPUTWA met with the Hon’ble Governor of Himachal Pradesh today to express their serious concerns regarding the proposed legislation. They articulated that the bill could negatively impact the established administrative structure, financial authority, and independence of universities.

The representatives highlighted that universities serve as centres of knowledge, research, innovation, and independent thought, not just as teaching institutions. They stressed that preserving autonomy is crucial for maintaining the quality of higher education and warned that any attempts to diminish it would pose a significant threat to the state's academic framework.

HPUTWA also pointed out that the recruitment and selection process for academic positions is regulated by the University Grants Commission (UGC) guidelines, which ensure transparency and uphold academic standards. They cautioned that any deviation from these guidelines could disrupt university operations and jeopardize UGC funding and financial support.

The delegation urged the Governor to take action to safeguard the administrative, financial, and academic independence of universities. They emphasized that any significant decisions affecting universities should be made only after extensive consultation with educators, academics, and the university community.

The delegation was led by HPUTWA President Prof. Nitin Vyas, and included Dr. Ankush Bhardwaj (General Secretary), Dr. Yograj (Vice President), Prof. Chandermohan (President, Alumni Association), Prof. Sanjay, Dr. Rakesh, Dr. Dheeraj Rawat, and Dr. Joginder Saklani.

Following their meeting with the Governor, HPUTWA members organized a mass protest outside the Vice-Chancellor’s office at Himachal Pradesh University. The protest saw participation from nearly all faculty members, who raised slogans against the proposed bill and demanded its retraction.

Speakers at the gathering, including Dr. Surender Sharma, Dr. Rajesh, Dr. Priyanka Vaidya, Dr. Sunny Atwal, and Dr. Joginder Saklani, emphasized that university autonomy is essential for enhancing higher education. They insisted that recruitment and appointments must adhere to UGC norms of merit and transparency, warning that any interference would jeopardize academic freedom and the quality of research.

Prof. Nitin Vyas stated that the teaching community would not tolerate any infringement on university autonomy, asserting that this issue affects not only educators but also the future of higher education and upcoming generations. Dr. Ankush Bhardwaj reiterated that the faculty stands united in defending autonomy and urged the government to reconsider the bill and eliminate provisions that undermine university authority.

HPUTWA made it clear that if the government does not address these concerns and withdraw the bill, the movement will be escalated across the state. The association reaffirmed its commitment to continue the struggle peacefully and democratically to protect the autonomy, financial rights, and academic freedom of universities in Himachal Pradesh.
