The Himachal Pradesh University Teachers’ Welfare Association (HPUTWA) has scheduled a peaceful demonstration on September 25, 2026, at the Himachal Pradesh University (HPU) campus. Participants will don black ribbons to signify their commitment to the principles of university autonomy, academic freedom, and institutional integrity.

This march is a reaction to the Himachal Pradesh State University (Amendment) Bill, 2026, which was approved by the Assembly on September 2. While the government promotes the bill as a move towards transparency, merit-based hiring, and financial responsibility, many in the academic community are concerned about its potential effects on institutional independence and the decision-making process driven by subject experts.

Leaders of HPUTWA, including President Nitin Vyas, Vice President Dr. Yograj, Secretary Dr. Ankush Bhardwaj, and Joint Secretary Dr. Anjali Sharma, have urged all educators, non-teaching personnel, research scholars, and students to participate in the march. They stressed that autonomy and accountability should coexist, and that academic processes like faculty recruitment should be based on subject expertise, research qualifications, and scholarly assessment.

The association clarified that this march is not aimed at any specific individual or institution but serves as a democratic expression advocating for academic and institutional independence. The black ribbon symbolizes a peaceful form of protest and a unified voice for protecting the future of higher education in Himachal Pradesh.

HPUTWA emphasized that universities are not just administrative entities but hubs of knowledge, research, innovation, and free thought. Safeguarding their autonomy is crucial not only for the current generation but also for ensuring quality education and academic freedom for future generations.
