Himachal Pradesh Leads in Digital Governance at Urban Innovation Summit

At the Urban Innovation Summit in Chandigarh, Gokul Butail, Principal Advisor to the Chief Minister of Himachal Pradesh, showcased the state's rapid digital transformation. Highlighting the importance of innovation for modern cities, he discussed the implementation of AI-driven solutions and the state's pioneering 'State Data Hosting Policy.' The summit emphasized Himachal's unique blend of environmental consciousness and technological advancement, offering a roadmap for urban centers across India. Key initiatives like the Him Seva Portal and the paperless property registration system were also highlighted, showcasing significant economic efficiencies and improved public service delivery.

Gokul Butail, the Principal Advisor for Information Technology and Innovation to the Chief Minister of Himachal Pradesh, emphasized the state's swift transition into a technology-driven leader during the Urban Innovation Summit held in Chandigarh today.




The summit was inaugurated by the Honorable Governor of Punjab and Administrator of UT Chandigarh, Shri Gulab Chand Kataria. He praised Butail’s insights and encouraged representatives from other states to study and adopt Himachal Pradesh’s ‘Data-Driven Governance Model’ as a national standard.



Transforming Urban Governance with AI

As the keynote speaker, Gokul Butail asserted that innovation is essential for the survival and advancement of contemporary cities.




“Himachal’s urban areas are evolving beyond their delicate mountain ecosystems; they are quickly becoming AI-enabled smart cities,” Butail remarked.




He outlined the remarkable technological advancements the state has achieved in recent years, noting that Himachal Pradesh is the first state in India to establish its own ‘State Data Hosting Policy.’
Key Technological Achievements
Butail pointed out various platforms that have transformed public service delivery in the state:
Him Seva Portal: Currently offers over 550 citizen-centric services powered by Artificial Intelligence.
Real-Time AI Verification: This new AI-driven document verification system provides immediate feedback, allowing citizens to correct errors before final submission, moving away from the previous manual processes that took weeks.



Economic Efficiency: Digital reforms in Panchayati Raj and Urban Development—particularly through the digital ‘Parivar Register’ and the ‘Himsomsa’ platform—are saving the state over ₹60 crore annually.



A Human-Centric Approach to Innovation
Butail highlighted the ‘human face’ of these innovations, referencing the ‘Him Parivar’ and ‘My Deed’ initiatives.




With the ‘My Deed’ platform, Himachal Pradesh has pioneered a fully paperless property registration system. This digital transition has removed middlemen and made administrative services accessible directly on citizens' mobile devices, ensuring transparency and convenience.




The summit concluded with delegates agreeing that Himachal’s combination of environmental awareness and advanced governance provides a scalable model for urban centers throughout India.
