On Tuesday, Chief Minister Sukhvinder Singh Sukhu announced that the Himachal Pradesh government has decided to revoke the cabinet rank of chairpersons, vice-chairpersons, and advisors. This move is primarily a response to the financial difficulties arising from the cessation of the Revenue Deficit Grant (RDG).
During a press briefing, Sukhu highlighted that the termination of the RDG has created a financial shortfall estimated between ₹8,000 and ₹10,000 crore for the state. This situation has compelled the government to implement various fiscal reforms and measures to control expenditures.
The Chief Minister noted that the RDG had been a crucial financial lifeline for Himachal Pradesh. With its withdrawal, the government is now tasked with restructuring its spending and enhancing internal revenue generation. He emphasized that the state will not receive such grants for the next five years, necessitating a shift in how the administration operates.
“Given the loss of RDG, we have initiated several reforms aimed at achieving financial self-sufficiency for the state,” Sukhu stated. He explained that the decision to withdraw cabinet ranks is part of broader efforts to cut unnecessary expenses and promote fiscal discipline.
However, he assured that essential sectors like education, healthcare, and public safety will not face budget cuts, as these areas are vital for public welfare and remain a priority for the government.
Sukhu also mentioned that the current cost-reduction measures are set for an initial six-month period, after which the government will reassess the financial landscape to determine if further actions are necessary.
Additionally, the Chief Minister revealed that preparations for the upcoming state budget are underway, along with plans for the next session of the Himachal Pradesh Legislative Assembly, where further reform initiatives and fiscal consolidation strategies may be discussed.
“Our budget planning will focus on identifying areas for expenditure rationalization and revenue enhancement, ensuring Himachal Pradesh moves towards long-term financial stability,” he added.
“At the same time, we will strive to provide maximum relief to the underprivileged, while those who are financially stable may need to contribute more,” Sukhu concluded.
The Chief Minister reiterated that the recent changes regarding cabinet ranks should be viewed as part of a comprehensive reform strategy necessitated by the loss of RDG and the imperative to stabilize the state's finances in the future.
