Himachal Pradesh Chief Minister Justifies Cabinet Rank Withdrawal Amid Fiscal Reforms

This move comes in response to a significant revenue shortfall following the cessation of the Revenue Deficit Grant. Sukhu emphasized the need for financial self-reliance and assured that essential services like education and health will not be affected. The government plans to implement structural reforms and is currently drafting the state budget while considering relief measures for economically weaker sections. On Tuesday, Sukhvinder Singh Sukhu, the Chief Minister of Himachal Pradesh, defended the government's recent decision to revoke cabinet ranks from chairpersons, vice-chairpersons, and advisors. He explained that this action is part of a comprehensive fiscal reform initiative following a significant revenue loss due to the cessation of the Revenue Deficit Grant (RDG).


During a press conference, Sukhu highlighted that the end of the RDG has created a financial deficit estimated between ₹8,000 and ₹10,000 crore for the state. To tackle this shortfall, the government is planning to implement a series of structural reforms aimed at achieving financial independence for Himachal Pradesh.


The Chief Minister noted that the state will not receive these grants for the next five years, necessitating a shift towards self-sufficiency in managing state resources. He emphasized, "We must ensure that the state becomes financially self-sustaining, which requires necessary reforms."


Sukhu reassured that while the government is enforcing expenditure control measures, critical sectors like education, health, and public safety will remain unaffected. He stated that the government's priority is to safeguard services that directly impact citizens' welfare.


He also mentioned that the current spending restrictions will be in place for an initial six-month period, after which the government will assess the situation to determine if further actions are needed.


Additionally, the Chief Minister revealed that the government is in the process of drafting the state budget and preparing for the upcoming session of the Himachal Pradesh Legislative Assembly, where further reform and fiscal discipline measures may be introduced. "In preparing the budget, we are closely analyzing areas for improvement to guide the state towards financial self-reliance," he added.


Sukhu further indicated that the government is considering how to provide relief to economically disadvantaged groups while encouraging those who are financially stable to contribute more. He stated, "Our goal is to ensure that the underprivileged receive maximum support, while those who can afford it may need to take on additional responsibilities."


He concluded by asserting that the withdrawal of cabinet ranks from chairpersons and advisors should be viewed within the broader framework of fiscal responsibility and administrative reforms aimed at stabilizing the state's finances in the future.
