In a calculated approach that merges financial prudence with grassroots appeal, Chief Minister Sukhvinder Singh Sukhu has unveiled the Himachal Pradesh Budget for the fiscal year 2026-27. This budget acts as a nuanced political instrument, aiming to counter accusations of 'fiscal mismanagement' while simultaneously reinforcing the Congress party’s foundational support through a substantial increase in honorariums for numerous grassroots workers.
Governance Strategy: A Thoughtful Reduction in Budget Size
Breaking away from the norm of continuously expanding budgets, the state government has announced a total budget of ₹54,928 crore, marking a deliberate decrease of ₹3,586 crore from the previous year’s budget of ₹58,514 crore for 2025-26.
By opting for a smaller budget, the Sukhu administration is signaling a commitment to fiscal consolidation. This approach, described as 'austerity with a soul,' aims to enhance the state’s financial stability while still prioritizing the welfare of its citizens.
Key Highlights: Increased Honorariums for Essential Workers
The budget’s standout feature is the notable rise in honorariums for various essential workers who are the backbone of rural Himachal’s administrative and social structure. This politically strategic move is designed to secure the allegiance of the state’s influential grassroots leaders.
Health and Childcare: A ₹1,000 Increase
The government has acknowledged the contributions of frontline social welfare workers with a significant monthly increase in their honorariums:
- Anganwadi Workers: Honorarium increased from ₹10,500 to ₹11,500.
- Mini Anganwadi Workers: Now receiving ₹8,300.
- Anganwadi Helpers & Asha Workers: Raised to ₹6,800.
- Tailoring Teachers: Also granted a ₹1,000 hike, bringing their pay to ₹6,800.
- Education: Mid-day Meal Workers (₹5,500) and Water Carriers (₹6,000) see a steady rise.
- Infrastructure & Water: Jal Rakshaks (₹6,100), Multi-purpose Workers (₹6,000), and Para Fitters/Pump Operators (₹7,100) have all received a ₹500 boost.
- Administrative Pillars: Panchayat Chowkidars (now ₹9,000), Revenue Chowkidars (₹6,800), and Revenue Numberdars (₹5,000) have been given a significant raise to maintain rural administrative stability.
- Special Categories: Honorariums for SMC Teachers, IT Teachers, SPOs, and Part-time Multi-task Workers have also been increased by ₹500.
Political Insight: A Delicate Balance
Through this budget, CM Sukhu has executed a careful balancing act. By reducing the overall budget size, he has effectively countered the opposition’s narrative of a 'debt-trap.' At the same time, by increasing financial support for Anganwadi workers, Chowkidars, and Asha workers, he has ensured that the 'Congress Guarantee' reaches even the most remote areas of the hills.
