Celebrating Himachal Day with a Vision for the Future

The district-level celebrations for Himachal Day in Mandi showcased a blend of ceremonial pride and a forward-thinking policy agenda. Public Works and Urban Development Minister Vikramaditya Singh articulated the government's focus on infrastructure, welfare, and economic recovery.

During the event at Seri Manch, the minister raised the national flag and reviewed a vibrant march past that included police, Home Guards, NCC, NSS, and Scouts and Guides. He also paid homage at the Shaheed Memorial in Indira Market and at Mahatma Gandhi's statue. Cultural performances by local school students added a festive spirit to the occasion.

In his speech, Singh reflected on the historical importance of April 15, 1948, when 30 princely hill states united to form Himachal as a Chief Commissioner’s Province. He honored the leaders of the Prajamandal movement, freedom fighters, and armed forces members for their contributions to the state's formation and national unity.

Infrastructure Development as a Growth Catalyst

The minister emphasized that infrastructure is crucial for growth, reaffirming the government's dedication to providing road access to every community, despite the challenging terrain. He announced that the Detailed Project Report for upgrading the Shilhbudhani–Bhubhujot–Kullu road to a two-lane highway has begun, following its designation as strategically important by the Defence Ministry.

Additionally, the proposed Bhubhujot tunnel is expected to enhance regional connectivity, shortening the distance between Kangra and Kullu by around 55 kilometers.

Expanding Rural Road Infrastructure

Under the Pradhan Mantri Gram Sadak Yojana, 294 projects covering 1,538 kilometers of roads have been approved, with an estimated budget of ₹2,244 crore. Furthermore, a proposal for an additional 800 kilometers of roads is being prepared, with an investment of ₹1,200 crore planned for the next phase.

The minister also announced that construction on key roads linking Mandi, Gagal, Chailchowk, and Janjehli will commence shortly. To enhance existing infrastructure, nearly ₹1,000 crore has been allocated for road maintenance.

Upcoming projects for the next year include building 500 kilometers of new motorable roads, 1,255 kilometers of cross-drainage works, resurfacing 950 kilometers of roads, and constructing 47 bridges.

Governance and Economic Resilience

Singh highlighted governance reforms aimed at improving service delivery in remote areas, while special revenue courts are addressing long-standing cases efficiently.

In light of financial challenges due to the cessation of revenue deficit grants, he expressed confidence in the state's ability to navigate the crisis, noting that over ₹49,500 crore in revenue has been generated in the past three years.

Key welfare initiatives include the restoration of the Old Pension Scheme for 1.36 lakh employees and a monthly financial aid of ₹1,500 for eligible women under a flagship program.

Employment, Agriculture, and Education Initiatives

The minister introduced the ₹680 crore Rajiv Gandhi Swarozgar Start-up Scheme, designed to foster self-employment among youth. This initiative offers a 50 percent subsidy and guaranteed income support for e-taxi purchases, along with incentives for natural farming.

He announced plans for a comprehensive horticulture policy, which is expected to create jobs for over 82,500 individuals. Support prices have been established for crops cultivated through natural farming, including wheat, maize, turmeric, and ginger.

In education, the introduction of English-medium instruction from Class 1 in government schools and the gradual affiliation of schools with CBSE were emphasized as significant reforms. Singh noted that Himachal has improved its ranking in the National Achievement Survey from 21st in 2021 to fifth place, achieving the top rank in student learning outcomes.

Advancements in Healthcare and Social Responsibility

The minister described the introduction of robotic surgery facilities in medical colleges at Shimla, Tanda, Nerchowk, and Chamiyana as a significant advancement, with plans to extend this service to Hamirpur soon.

Reiterating the government's commitment to creating a drug-free state, he called for collective efforts to protect the youth's future.

During the event, a cleanliness awareness campaign by the Municipal Corporation Mandi was launched, honoring sanitation workers, parade participants, and cultural performers. The event was attended by senior officials, public representatives, and other dignitaries.
