Haryana Government's New Directive on SC Employee Promotions

Chandigarh, August 3 - The Haryana government has halted the implementation of provisions for reservation in promotions for Scheduled Caste (SC) employees in Group 'A' and Group 'B' positions until a decision is reached in a pending case at the Punjab and Haryana High Court. The Human Resources Department has issued new directives that will replace orders previously issued on December 19, 2023. This action follows the state's appeal against a ruling by the Punjab and Haryana High Court dated April 1, 2025.

The case pertains to 'Kamaljeet Singh and Others vs. State of Haryana'. In its ruling, the High Court upheld the Haryana government's policy of providing 20 percent reservation in promotions for SC employees. However, the court mandated that the 'creamy layer' should be excluded from the reservation benefits.

In an official statement released on Monday evening, the state government indicated that it has challenged the High Court's directive through a Letters Patent Appeal (LPA), which is currently pending in court. Under the new orders, no promotions will be granted under the reservation policy established on October 7, 2023, until the High Court delivers its final verdict.
