Haryana Government Launches Digital Performance Monitoring System for Employees

The Haryana government has launched a new digital performance monitoring system aimed at improving the evaluation process for government employees. This initiative, which includes a revised Annual Confidential Report framework, will transition all assessments to a fully digital format by April 2027. The new system will allow for measurable and objective evaluations of employee performance, with a focus on accountability. A special 'Honor Board' will also be created to rank employees based on their performance. This move is expected to enhance transparency and efficiency within the state's administrative framework.
 

Introduction of a New Evaluation Framework

On May 22, the Haryana government announced the initiation of a revised Annual Confidential Report (ACR) framework along with a digital performance monitoring system aimed at enhancing the assessment and functioning of government employees. Chief Secretary Anurag Rastogi has instructed all administrative secretaries, department heads, boards, corporations, universities, and district administrations to transition completely from the traditional ACR process to a fully digital format.


Details of the New System

Under the new system, department-specific ACR formats will be utilized to record employees' work, achievements, and performance in a measurable and results-oriented manner, promoting objective evaluations. The government has requested departments to submit a list of officials and employees with the highest number of pending ACRs to address outstanding tasks and enhance accountability through timely assessments.


Transition to a Fully Digital System

The manual ACR system is set to be completely phased out by April 2027, with all evaluations conducted through an online platform. This platform, developed by the National Informatics Centre or a designated technical team, will link employees' work performance and achievements directly to the ACR system. It will integrate with the Human Resource Management System (HRMS) portal to enable real-time evaluation of employee performance.


Performance-Based Ranking

Additionally, a special 'Honor Board' will be established on the Chief Secretary's website, showcasing performance-based rankings of employees according to set criteria. This system will operate at the state, district, and block levels, displaying rankings for both high and low-performing employees.
