Transformative Revenue Reforms in Gujarat
Under the leadership of Chief Minister Bhupendra Patel, the Gujarat government has initiated significant revenue reforms aimed at ensuring effective service delivery. These reforms are designed to establish a standard of good governance through transparent, simplified, and technology-driven administration. As a result, the comprehensive reforms implemented by the Gujarat government have proven to be a boon for farmers, industries, and development projects across the state. By streamlining processes from land registration to non-agricultural permits, ensuring transparency, and embracing digitization, Gujarat has emerged as a model of good governance. These initiatives have accelerated the state's development, enhancing both the ease of doing business and the quality of life for its residents.
Digital Governance and Land Record Improvements
Guided by the Chief Minister, the revenue department has propelled the state towards complete digital governance. Platforms like e-Dhara have been strengthened to ensure the security and accuracy of land records, making them readily accessible to citizens. This has led to a significant reduction in land-related disputes. The non-agricultural (NA) permit process has been fully digitized to streamline approvals, resulting in time and cost savings for industries while safeguarding farmers' interests. Additionally, under the Digital India land record modernization program, land measurement and resurveying efforts across 34 districts have minimized disputes and facilitated easier access to loans, crop insurance, and government assistance for farmers.
iORA Portal Enhances Service Delivery
The iORA portal has successfully processed over 1.79 million applications. As part of land allocation reforms, this portal has provided quick and transparent services to the state's citizens. In addition to 7/12 revenue records, various services such as heritage records, non-agricultural permits, and land measurement can be accessed from home through the iORA portal. From 2022 to December 18, 2025, more than 1.79 million applications have been processed under 36 services available on the iORA portal. This direct service has increased transparency in service delivery and expedited the decision-making process. The iORA feedback center has also responded to 40,799 calls.
